The Organization for Innovation in Public Health (OIPH, PATH’s local affiliate in Nigeria) seeks an Operations Officer for the REACH Malaria project, a pivotal role within our 70-person team dedicated to enhancing operational efficiency. With over a decade of progressive experience in international development, the ideal candidate will lead administration, procurement, and logistics. Based in Abuja, this position oversees operations across 7 project states, demanding a leader with a strong background in donor compliance (particularly USG), process optimization, and strategic resource management to align all activities with the project’s ambitious goals.
Responsibilities
End-to-End Procurement: Lead project procurement across the lifecycle, from planning and needs assessment to vendor selection, shipping, clearance, and goods receipt, while ensuring compliance with PATH and USG policies, and best practices for audit readiness. Work closely with PATH’s global procurement and OIPH’s procurement teams to ensure procurement activities result in the right quality, quantity, time, place, and price for project goals. Actively monitor and follow-up on vendor invoicing, delivery, and payment activity. Develop and refine Standard Operating Procedures (SOPs) and procurement data tracking tools to improve efficiency and effectiveness of procurement actions.
Multi-State Operations & Logistics: Manage operational and logistical functions across multiple office locations, including fleet management, inventory & asset management, IT infrastructure, and facility maintenance.
Contracts Compliance: Draft, review, and manage vendor contracts, leases, and purchase orders, ensuring donor, legal and organizational compliance.
Donor Compliance & Risk Management: Serve as the focal point for ensuring all project operations adhere strictly to USG and other donor regulations, proactively identifying and mitigating risks, coordinating closely with the REACH Malaria Compliance Officer.
Team Leadership & Capacity Building: Supervise and mentor a multi-disciplinary operations team, fostering a culture of high performance, integrity, and professional growth.
Immigration & Travel Coordination: Manage all visas and coordinate complex domestic and international travel logistics for domestic and visiting international staff and consultants.
Qualifications
Master’s degree in Business Administration and a Bachelor’s degree in Accounting or a related field.
Over 10 years of progressive experience in Finance, Administration, Procurement (local and international), and Logistics within the international development sector.
Extensive experience managing operations for multi-million-dollar, donor-funded public health projects (e.g., USG).
Proven expertise in managing the end-to-end procurement lifecycle for program activities.
Demonstrated ability to lead and build capacity in multi-disciplinary teams across multiple states.
Strong command of USG rules, regulations, and compliance standards.
Skills
High proficiency in Microsoft Office Suite and procurement data management tools. Experience with Unit4 Business World is a plus.
Expertise in strategic procurement, vendor relationship management, and contract administration.
Strong skills in budgeting, resource optimization, and financial compliance.
Excellent leadership, communication, and interpersonal skills for effective team and stakeholder management.
