The Office of Housing provides vital public services through its nationally administered programs. It oversees the Federal Housing Administration (FHA), the largest mortgage insurer in the world, and regulates important parts of the housing industry. The Office of Housing is committed to building and preserving healthy neighborhoods and communities through homeownership, rental housing and healthcare opportunities. The Office of Multifamily Housing is responsible for the overall management, development, direction and administration of HUD's Multifamily Housing Programs. HUD's Multifamily programs provide mortgage insurance to HUD-approved lenders to facilitate the construction, substantial rehabilitation, purchase and refinancing of multifamily housing projects. MFH is widely responsible for production, asset management and portfolio oversight, and recapitalization of assisted properties, and field operations. As part of the National Housing Act of 1934, Congress created the Federal Housing Administration (FHA) which later became a part of the Department of Housing and Urban Development's (HUD) Office of Housing in 1965. As an Operations Officer, you will: Serve as a supervisor of assigned professional, technical, and clerical staff and as the key official for internal operations of the Office. Report directly to the Director. The staff of the Operations Officer provides program analysis, support services, and contract management services to the Office. Responsible for managing the efficient and effective coordination and accomplishment of support and contract management services to the Office(s) within the jurisdiction. The incumbent applies an extensive knowledge of management concepts, principles, methods, and practices and knowledge of government contracting processes.

Qualifications: You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: Specialized experience for the GS-14 is defined as one year of experience at the GS-13 level, or equivalent that is related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes: - Analyzing business operations and making recommendations for new or revised policies and procedures to increase operational efficiency; AND - Supervising or leading a team of employees and monitoring their progress towards accomplishing goals and meeting deadlines; AND - Providing administrative and technical support functions such as contracting or procurement oversight, program analysis, or monitoring work operations; AND - Coordinating training needs, and evaluating or developing performance standards and goals. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14 you must have been at the GS-13 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
