Job Summary: This position is located in the Commander, Mid-Atlantic Region, Fleet and Family Readiness Programs. The purpose of the position is to act as general manager to supervise and ensure the efficient operation of all programs and facilities assigned. This position is located at Naval Station Norfolk. ***OPEN TO MWR EMPLOYEES IN THE LOCAL COMMUTING AREA ONLY.***
Major Duties:

A qualified candidate possess the following: Requires a comprehensive knowledge of MWR programs that the incumbent will have overall responsibility which is covered in the Statement of Differences for the position. Ability to develop, manage a budget and to provide cost analysis for the MWR programs covered in the Statement of Differences for the position. Must possess documented experience in computers/software programs, including Microsoft Word and Excel, and ability learn all other software requirements within six months of hire. Ability to communicate effectively verbally and in writing. Ability to evaluate various program elements, and effect/recommend improvement to best achieve goals. Ability to adjust work operations to meet urgent or changing situations. The position reports to the site MWR Director or assigned Functional/Site Director, who provides general assignments and objectives. The incumbent plans and carries out the assigned programs, handling problems and issues in accordance with standing instructions and official policies, and is expected to manage the day-to-day operations of assigned programs independently. Work is reviewed for achievement of overall objectives and goals and patron satisfaction and for the contributions to the entire program and its effects on morale, retention and recruitment. Guidelines include, but are not limited to, BUPERS Instruction 1710.11C, BUPERS Instruction 5300.2, MWR Support Services Policy Binder, local policy, procedures and SOPs, and Command and internal instructions. Guidelines are often clear, but may be outdated or conflicting. The incumbent must be able to apply personal judgment and experience to consider several sources and select the appropriate guidance to apply to a specific situation. Responsible for the management and technical direction of a variety of types of work, priorities and processes. Education, training, management experience and sound knowledge of good business practices i.e., costs, mark-up/mark-down procedures for resale, and disposal of surplus or non-usable material must be consistently applied. Must use foresight to efficiently prepare for long-range projects and demonstrate initiative in planning and executing assigned programs and services to meet required deadlines. Programs and services provided contribute to readiness and retention within the Navy by offering desired recreation and social experiences, opportunities conducive to camaraderie, team building, enhancing family interaction, and building individual well-being and self-esteem. Efficient and well-patronized activities generate revenue to improve and further offer programs and events. Military families and guests are positively impacted on a daily basis and community relations are enhanced via well-organized and successful operations. The variety of recreational and leisure programs offered combat boredom and provide viable alternatives to less desirable usage of leisure time. Personal contacts include MWR management and staff, program support staff, DoD/DoN components, NPC staff, military officers, enlisted, retirees and family members, other patrons, vendors, contractors, on-base agencies providing technical assistance, special interest groups and others. The purpose of these contacts is to gain acceptance of social and recreational programs by local commands, the patrons and surrounding community; to influence cooperative attitudes and compliance with policies and directives; to resolve conflicts among employees, management personnel and others; exchange information often involving significant or controversial issues and differing viewpoints, to present programs/goals, objectives; or alternative approaches to groups and individuals with differing viewpoints and goals. Establishment and properly utilizing contacts is an important aspect of the work and requires tact, diplomacy and negotiating skills. Administrative work is primarily sedentary. Program work may involve assisting with programs and/or events, and require lifting up to 45 lbs unassisted, higher weights with assistance, outside work, setting displays or other items for events, etc. The work requires travel, as activities may be located on different installations, and training, conferences, etc. may be held at other locations, installations, and states. Administrative work is generally performed in an office setting, which is adequately lighted, heated and ventilated. Outside events and program work require exposure to weather conditions.
