Role/ Department:

The Operational Resiliency Officer will report directly into the Head of Operational Resilience for the Luxembourg Bank and will work intelligently and in partnership with with the Enterprise Operational Resiliency office and local Business, IT and the internal control functions.

The role offers an interesting insight into the global footprint of the organisation and would be attractive to a Senior Manager with experience in operational and/or IT resiliency, operations, information technology, vendor management as well as a sound understanding of resiliency regulations.

Operational Resilience is a key area of focus across Northern Trust – our ability to remain resilient is a top priority for our clients and regulators. Building on the work being done globally, we are creating a new role to oversee DORA and operational resilience requirements across NTGS SE. The Operational Resiliency Officer will work with senior executives to ensure that we implement and maintain standards and that Lux regulatory as well as Group requirements are met. They will act as the interface with the Enterprise COO Resiliency Office, helping to ensure that the global framework is adapted as appropriate to meet local requirements and delivered locally. They will also play a role in NTGS SE legal entity governance and develop into an SME with both internal and external stakeholders.

As Operational Resiliency Officer you will work closely with the Head of Operational Resilience to prepare for the NTGS SE Outsourcing & Operational Continuity Committee, the primary governance forum attended by Senior Management.

The key responsibilities of the role include:

  • Responsible for overseeing and challenging business and IT partners to ensure effective implementation and management of operational resiliency (inclusive of DORA) including ICT Governance, ICT Risk Management Framework, ICT Incident Reporting, Digital Operational Resilience Testing, Management of ICT 3rd Party Risk.
  • Work closely with the COO Operational Resiliency office and NTGS SE IBS (and IIS) owners to drive execution quality for the operational resiliency lifecycle activities, including:
    • Identification of critical functions [(Important Business Services (IBS) and Important Internal Services (IIS)];
    • Identification of impact tolerances;
    • Dependency mapping and identification of critical dependencies;
    • Completion of dependency vulnerability assessment (e.g. people, technology, data, third party);
    • Developing an NTGS SE scenario testing plan incorporating appropriate ICT scenarios and overseeing quality of execution.
  • Ensure Enterprise Operational Resilience standards are aligned with local regulatory requirements and maintain a local addendum as required.
  • Work closely with IT to ensure appropriate integration of DORA requirements and connectivity with operational resiliency lifecycle activities and governance.
  • Support NTGS SE governance and oversight including coordinating and producing baseline operational resiliency metrics and reporting key risks and escalations to relevant stakeholders and governance forums.
  • Facilitate completion of, and review and challenge the annual Operational Resiliency self-assessment (incorporating annual DORA assessment requirements) for the legal entity (including overseeing the completion of specific sections by the different IBS owners / business functions).
  • Performs and documents assessments of risk acceptances and exceptions and obtains approval from relevant senior executives and risk governance forums for any deviation from the requirements of operational resilience policy and standards.
  • Supports and promotes a resiliency culture within NTGS SE, including engaging in the development of training on operational resilience including to meet DORA requirements.
  • Supports client engagement and due diligence requests in relation to NTGS SE operational resilience matters.

Skills/ Qualifications:

  • Significant operations experience gained in an operational, operational resilience or business continuity area
  • Strong knowledge of the Luxembourg regulatory environment applicable to the role
  • Proven man management and change management skills essential
  • Process analysis/improvement experience will be advantageous
  • Strong written and verbal communication skills, attention to detail and influencing ability
  • Effective verbal reasoning and numeric skills
  • Good keyboard skills to include MS Excel and ability to learn systems used within the business
  • Ability to work under pressure meeting challenging deadlines
  • Excellent planning and organisation skills
  • Flexible approach to work
  • Ability to review and resolve complex issues
  • Ability to work on own initiative
  • Strong Process Control focus will be advantageous

The successful candidate will benefit from having:
