Major Duties:

  • You will serve on operations research (OR), systems analysis (SA), economic analysis (EA), and cost analysis (CA) and study teams examining a variety of complex problems involving enlistment, recruiting, manpower, assignment, and retention policies.
  • You will engage in resource data accumulation, storage, retrieval, display, selection, and estimating.
  • You will evaluate assigned study projects initiated by CNRC, and other government agencies, identifying questions to be answered, techniques to be used, and alternatives to be considered, in order to best understand recruiting problems.
  • You will serve as an internal consultant and technical advisor to senior subject ma??er experts and Navy Recruiting officials responsible for broad recruiting practices, processes, and policies.

Qualifications: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Serving and leading study teams in operations research (OR), systems analysis (SA), economic analysis (EA), and cost analysis (CA). Designing, developing, and operating sophisticated mathematical, statistical, and econometric models to analyze current and future operational requirements. Using quantitative and qualitative methods to define complex problems, evaluate findings, and developing innovative solutions and recommendations that guide strategic decisions. Proficient in evaluating and executing large-scale research projects to analyze the allocation and deployment of resources across the recruiting enterprise. Ability to synthesize data from multiple disparate sources to conduct forecasting, planning, and analysis that addresses critical recruiting challenges in a constantly changing environment. Skilled in adapting standard techniques and developing new methods to isolate and define unknown conditions and resolve critical problems, directly impacting the cost-effectiveness and success of Navy recruiting programs. Serve as a technical advisor and automation expert, providing data-driven solutions and support to senior subject matter experts and leadership. Possess advanced skills in data manipulation, entry, and conversion, and extensive capability in using analytical software to design and build complex, sophisticated models that emulate real-world environments. Proficient with a wide range of analytical tools and programming languages, including R, Python, SPSS, SAS, MATLAB, and the Microsoft software suite (Excel, Access, PowerBI).
