Job Summary: ODNI established the Office of Economic Security and Emerging Technologies (OESET) in response to increasing demand for improved intelligence on the application of disruptive technologies and related global supply chains. Improved IC posture in this area is critical to enabling the whole-of-government response that maintains United States' economic and technological competitive advantage and ensures U.S. access to goods and services central to its national security.

Major Duties:

  • Major Duties and Responsibilities: Advise OESET leadership on the development and implementation of strategic plans, programmatic funding, and budgetary activities. Advise on the formulation, development, production and evaluation of a broad range of funding policies and processes for the new office. Formulate documentation for future fiscal year budget builds, Intelligence Program Budget Submission, Director's Decision Documents, Congressional Budget Justification Book, and any other resource exercises. Coordinate and partner with the offices within OESET to understand requirements, priorities, and processes, to respond to taskers, and to execute the Intelligence Planning, Programming, Budgeting, and Evaluation (IPPBE) process for the OESET Front Office. Provide review, coordination and production for budget justification materials to ensure timely delivery to Congress, and monitor and summarize IC component Congressional budget actions and provide substantive input for appeals to Congressional budget markups. Develop a consolidated OESET budget and spend plan. Liaise with the Office of the Director of National Intelligence (ODNI) leadership, Office of Management and Budget (OMB), and Congressional oversight committees on financial management issues; participate in and, as required, oversee IC-wide financial management working groups, committees, and meetings. Liaise and maintain effective working relationships with ODNI COTRs, ODNI components, and within the organization to address issues that span multiple mission or program areas.

Qualifications: Mandatory Requirements: Superior knowledge of budget formulation, programming, and budget execution processes for IC programs, a defense agency or a military service. Superior knowledge and experience with acquisitions and contracting using ODNI and CIA contract authorities including COTR responsibilities managing competitive, non-competitive and independent contracts supporting the execution of efforts, including competitive and non-competitive source solicitation and selection; preparation, negotiation, and award of contracts through various methods of negotiation. Expert ability to plan, prepare, justify, administer, analyze, forecast, and monitor budget/financial information to ensure cost-effective support of organizations and programs, including conducting budget/financial data analysis and assessing financial conditions by applying financial principles, policies, methods, techniques, and systems. Expert ability to apply analytic, diagnostic, and qualitative techniques, conduct independent research, filter and synthesize data sufficient to identify and evaluate alternatives and produce clear, logical, and concise products and recommendations to resolve complex, interrelated program and budgetary problems and issues. Expert organizational and interpersonal skills, specifically, the ability to plan strategically and manage competing priorities, the ability to negotiate, build consensus, and work effectively in a collaborative environment, and the ability to establish and maintain professional networks across all levels of management both internal and external. Knowledge of the IC, DoD, Office of Management and Budget, and Congressional budget processes and procedures. Familiarity with program management, information sharing, developing metrics, and the business operations of intelligence. Superior and recognized analytic and critical thinking skills, including the ability to think strategically, identify needs and requirements, develop recommendations, and evaluate outcomes against goals and objectives. Expert ability to conduct accounting, and financial reporting information; expert knowledge of financial principles, policies, methods, techniques, and systems. Superior knowledge of departmental or agency financial management policy, regulations, and financial systems and superior ability to apply sound and independent judgment in order to resolve complex financial problems. Experience as a COTR Level 1. Desired Requirements: COTR Level 2 Certification. Certification as an Approving Officer Program Management Certification. Familiarity with graphic tools (i.e., PowerPoint, Tableau, etc.) to effectively depict budgetary and financial information visually. Superior knowledge of the Intelligence Planning, Programming, Budget, and Evaluation System process and extensive experience developing inputs for every phase. Bachelor's Degree or equivalent relevant work experience.
