Job Summary: Nursing is a dynamic discipline which includes the assessing, caring, counseling, teaching, referring and implementing of prescribed treatment in the maintenance of health, prevention and management of illness, injury, disability or the achievement of a dignified death. It is ministering to; assisting; and sustained, vigilant, and continuous care of those acutely or chronically ill; the supportive and restorative care given to maintain the optimum health level of individuals.

Major Duties:

  • Supervisory: The Nurse Manager for Staffing is responsible for a full range of duties, serving asthe overseeing the nursing coordination and staffing programs. Manages/supervises the float pool, intermittent staff, escorts, NursingOfficer of the Day (NOD), and maintains a system to account for staffing levels and to projectneeds; and coordinates the hiring process for nursing staff with Human Resources (HR) staffing resources and HR practices and procedures relating to recruitment.. The Nurse Manager initiates and maintains databases, prepares reports, and works collaboratively with others to assess staffing variances and project staffing needs. Facilitates recommendations for system redesign and/or resource changes thatwill serve to improve the workforce and resource utilization. Responsible for evaluating the impact of staffing resources on clinicaloutcomes and patient flow. He/she is responsible for the assessment of nursing sensitive indicatorsand patient flow for the purpose of maximizing utilization of resources to enhance and improvepatient care. Interacts with HR specialists, Service Chiefs in Nursing Service,NMs, Clinical and administrative service chiefs, and others, as appropriate to effectively assess,plan, implement, and evaluate resource utilization for Patient Care Services (PCS). Manages human, material, and financial resources effectively to improve overallpatient outcomes for patients throughout the Fayetteville NC VA Coastal Healthcare System(FNVACHS). Evaluates staffing requirements and submits requests for additional personnel or to backfill vacant positions as needed. The Nurse Manager fosters a collaborative environment by actively engaging staff in decision-making processes and empowering team members to contribute to improvements in their work environment. The Nurse Manager ensures transparency and effectively communicates essential information to staff, enhancing their knowledge and understanding of the VA's direction and the mission of FNVACHS. Assesses staff educational needs and collaborates with Education and/or Clinical Nurse Educators to ensure those needs are met.. Ensures staff maintains their Basic Life Support (BLS)certifications, competencies, and identifies any new educational needs based on changing equipment, technologies, or processes implemented.- He/she applies evidenced-based practice principles to validate and/or improvenursing practice. Completes annual performance appraisals and proficiencies in a timely manner and effectively maintains all files, assuring competency and safe practice forassigned staff. Is responsible for performance improvement, customer service/patient satisfaction, patient and employee safety, interviewing applicants, employee relations, standards of care and practice, the work environment, and accreditation and regulatory standards Actively develops and manages collaborative partnerships with physicians and other clinicians The Nurse Manager is responsible for time scheduling within the unit, coaching staff, addressing employee conduct and performance issues, and ensuring timely completion of recurring reports and performance evaluations. Additionally, the Nurse Manager participates in service and medical center committees and task forces to advance nursing practice and patient care. The Nurse Manager also identifies educational needs of staff and ensures those needs are effectively addressed. Plays an integral role in supporting and facilitating student nurse clinical experiences and in orienting new Nurse Managers to the unit. Responsible for performing HR functions, including performance-based interviewing for staff selection in a fair and unbiased manner, to foster a diverse environment and workforce. The Nurse Manager implements action plans (as determined by Nursing/PCS and HR) to assure performance measures are met to improve organizational performance. Qualifications: Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7403(f), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE); OR Individuals attending a master's level bridge program in nursing who have completed coursework equivalent to a bachelor's level degree in Nursing may have opportunity to become registered as a nurse with a state licensing board prior to completion of the bridge program. Upon achievement of a State license, the individual may be appointed on temporary basis and later converted to a permanent appointment upon successful completion and graduation from the bridge program. (Reference VA Handbook 5005, Appendix G6); OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active, and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing to warrant an appointment as a Nurse who has completed an associated degree/entry level Nursing education program. Credit for foreign nursing education higher that associate degree/entry level requires a formal degree equivalency validation from a recognized equivalency evaluation accepted by VA such as International Consultants of Delaware (ICD). Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Graduate Nurse Technician (GNT) Exception: Candidates who otherwise meet the basic education requirements, but do not possess the required licensure, may be appointed at the entry step of the grade and level applicable to the completed nursing education as a GNT on a 120-day temporary appointment while actively pursuing licensure (may be extended up to two years on a case-by-case-basis.) Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: This position requires potentially long periods of continued walking, standing, and sitting. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment.
