Job Summary: The employee will serve as the Nurse (QM Program Manager), located in the Quality, Training and Risk Management Veterans Crisis Line (VCL), Veterans Affair (VA). The VCL is a 24-hour, 7-days-a-week, 365-days-a-year service aimed at connecting callers worldwide to a caring, qualified Veterans Administration employee. The VCL's mission is to provide 24/7, world-class suicide prevention and crisis intervention services to Veterans, Service Members and their family members.

Major Duties:

  • Major Duties include, but are not limited to: Serves as a subject matter expert in the areas of quality management and enterprise risk management for the Veterans Crisis Line and is responsible to ensure the effective implementation of an enterprise quality management system. Provides Executive Input in the strategic planning, budget, mission and operational planning and Policy development to ensure the provision of high quality services, including planning, developing, and implementing short and long-term goals and objectives consistent with the VCL's strategic plan. Utilizes current trends and relevant theories in analytical framework to design/modify, implement, and measure integrated programs within VCL to achieve the goals of the organization. Ensures the program is meeting regulatory/accreditation standards, including Commission on Accreditation of Rehabilitation Facilities (CARF), American Association for Suicidality (AAS), International Customer Management Institute (ICMI) and VHA policies. Responsible for quality indicators including analysis of data from monthly reporting trends for Silent Monitors from phone calls, digital services which include text and chat, end of call satisfaction question, and complaint/compliment tracking, suicide prevention coordinator consults, emergency dispatch status, facility transport plan compliance, complaints closure and all follow up, death by suicide or homicide reports. Following data analysis the incumbent will provide applicable recommendations and track actions until closure to improve and trend processes. Develop and implement programs, policies, and procedures to meet program goals, VHA policy and external accreditation requirements, and monitor outcomes using data-driven quality assurance processes, and implement strategies for improvement based on data analysis. Ability to balance responsibilities in a complex environment and to work with great autonomy; ability to set priorities and delegate tasks, meet multiple deadlines, analyze complex organizational problems; and ability to develop and implement effective solutions for those problems. Serves as a member of VCL's Executive Leadership Council and works closely with the VCL's Governance, Suicide Prevention Office, Office of Mental Health Operations, Mental Health Services, and key stakeholders to ensure the quality of service delivery. Ensures each fiscal year, the quality assurance plan id developed, implemented, and sustained with new priorities and goals developed each fiscal year and tracked until closure for VCL's organizational priorities. Develop education to be disseminated nationwide via webinar and other technological platforms. Consults with members of the Suicide Prevention Office and Suicide Prevention Researchers within and external to VA to determine effective clinical interventions and public health strategies for crisis intervention and suicide prevention among Veterans and Service Members. Other duties as assigned. The employee's workspace must be suitable for conducting business and as such, remote employees are expected to provide a secure, distraction-free home-based worksite with reliable high speed internet connectivity. The employee will be required to travel to the closest VA Medical Center or VA Outpatient Clinic for issuance of equipment, and as needed for technical support. Qualifications: Basic Requirements: English Language Proficiency. In accordance with 38 U.S.C. 7403(f), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE); OR Individuals attending a master's level bridge program in nursing who have completed coursework equivalent to a bachelor's level degree in Nursing may have opportunity to become registered as a nurse with a state licensing board prior to completion of the bridge program. Upon achievement of a State license, the individual may be appointed on temporary basis and later converted to a permanent appointment upon successful completion and graduation from the bridge program. (Reference VA Handbook 5005, Appendix G6); OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active, and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing to warrant an appointment as a Nurse who has completed an associated degree/entry level Nursing education program. Credit for foreign nursing education higher that associate degree/entry level requires a formal degree equivalency validation from a recognized equivalency evaluation accepted by VA such as International Consultants of Delaware (ICD). Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Graduate Nurse Technician (GNT) Exception: Candidates who otherwise meet the basic education requirements, but do not possess the required licensure, may be appointed at the entry step of the grade and level applicable to the completed nursing education as a GNT on a 120-day temporary appointment while actively pursuing licensure (may be extended up to two years on a case-by-case-basis.) NOTE: Grandfathering Provision - All persons currently employed in VHA in 0610 series and performing the duties as described in the qualification standard on the effective date of the standard (1/29/2024) are considered to have met all qualification requirements for the grade held including positive education and licensure/certification. Specialized Experience: Specialized experience will be used to identify highly qualified applicants and applicants who lack preferred experience will not be rated ineligible. The specialized experience for this vacancy is listed below: Mental Health experience preferred 2 or more years Accreditation Experience in leading surveys, preferred experience 3 years or more Quality assurance, performance improvement experience, at least 3 years preferred. Education: Master's degree in Nursing (MSN) and 4 years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV; OR Master's degree in a *related field with a BSN and 4 years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV; OR a Doctoral degree in nursing and 3 years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV; OR a Doctoral degree in a *related field with a BSN and 3 years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV. *Note: Foreign education programs/degrees are not creditable as related degrees.
