The 2028 Games mark the return of the Summer Games to the U.S. for the first time in 32 years and Los Angeles’ third time hosting an Olympic Games and first time welcoming the Paralympic Games. NCS Manager, Communication Services and Operations:

The Team: The National Olympic and Paralympic Committee Service (NCS) Team aims to engage, empower, and support 206 National Olympic Committees (NOCs) and 185 National Paralympic Committees (NPCs) in the preparation and planning of the most seamless, innovative, and engaging Games experience ever for their athletes, team officials, and delegation members.  

NCS is organized into two key workstreams: Services & Operations and Relations & Planning. These two workstreams create a trusted and impactful client-centered cross-functional team which delivers the opportunities, channels, and support required for NOCs and NPCs to successfully engage with LA28, and to prepare to bring their athletes and delegations to the LA28 Olympic and Paralympic Games. 

The NCS team also is charged with the creation and management of a range of critical programs and services in accordance with LA28, IOC, and IPC guidelines in the lead-up to and throughout the Games-time period including workshops, seminars, reporting, and operation centers. 

Key Responsibilities:

NCS Communication Services:

  • Produce annual communication operations plans that meet the need and demand of both internal and external stakeholders including, communications calendars, deadlines and workflows.  
  • Ensure timely execution of communication initiatives. 
  • Lead the development and delivery of regular NOC & NPC newsletters, information hubs, and publications.  
  • In partnership with the LA28 Communications team, ensure all communications are timely, transparent, and a tone of voice consistent across FAs and stakeholders. 
  • Maintain the official NOC and NPC communication and distribution lists to ensure accuracy and authenticity. 
  • Monitor and track communication between NOCs/NPCs and LA28 Functional Areas (FAs) to support alignment and efficiency. 
  • Coordinate with internal departments to gather information, develop key messages, and ensure consistent communications across stakeholders  
  • Identify and implement innovative tools and processes to enhance the efficiency and impact of NCS communications platforms and content with external stakeholders. 
  • Manage crisis communications and issues management as needed. 

NCS PUBLICATIONS:  

  • Collaborate closely with the Editorial Services team to build quarterly publication plans for on-time delivery of key NOC and NPC publications. 
  • Lead the stakeholder editorial and approval processes for all NCS and NOC & NPC externally facing deliverables. 
  • Manage the integrated end-to-end content and resource production process 
  • Coordinate with internal and external stakeholders to align publications with LA28’s branding, editorial, and translation standards. 
  • Support the production and distribution of key documents, policies, and NOC and NPC resources across FAs to ensure consistency, clarity, and timeliness. 
  • Track publication timelines and proactively manage milestones to ensure deliverables are met. 
  • Oversee the implementation and communication of dynamic and iterative publications. 

NCS Planning & Operations:  

  • Provide annual reports on communication and engagement effectiveness, adjusting strategies as we transition across Operational phases. 
  • Assist in the planning and delivery of impactful resources for client visits and events that strengthen engagement and collaboration with NOCs/NPCs. 
  • Serve as a trusted point of contact for NOC and NPC-specific channels and communications calendar to inform planning and decision-making across FAs. 
  • Maintain the accuracy of all externally facing resources and platforms through effective change management strategies. 
  • Coordinate and support the production of key reports and stakeholder deliverables (i.e., Post-Visit Q&A Reports and CDM Seminar Deliverables, Post-Games reporting). 
  • Generate templates and other tools to drive consistency in look, feel, and tone across all NCS platforms and publications. 
  • Contribute to reporting and tracking systems that monitor NOC/NPC and FA progress against key milestones. 
  • Assist in the development and implementation of team processes, workflows, and best practices. 
  • Support the recruitment, onboarding, integration, and leadership of new team members in NCS Communications-related roles. 

Background & Requirements:

PREFERRED experience: 

  • Proven experience in developing and executing communications strategies and plans 
  • Strong background in multi-stakeholder engagement, ideally in complex or international environments 
  • Previous involvement with National Olympic or Paralympic Committees, or experience within the broader sport/para-sport ecosystem (preferred) 
  • Experience working with sport organizations, membership-based entities, or in client management roles 
  • Familiarity with environments that involve coordinating across multiple stakeholders and diverse needs 

 Required Expertise: 

  • Exceptional attention to detail with strong accountability, reporting, proofreading and editing capabilities 
  • Some knowledge of the Olympic and Paralympic Family network and Games operations 
  • Creative thinker with the ability to challenge the status quo and implement innovative ideas 
  • Strong interpersonal skills with a proven ability to build and maintain relationships across diverse teams and stakeholders
