About the Project
ACCIONA delivers major infrastructure projects across civil, water, rail and specialist businesses. This role supports national delivery by strengthening safety frameworks and driving consistent standards across diverse project environments. You will partner with regional teams to guide safe operations and uplift capability. The work spans complex interfaces, multiple stakeholders and varying risk profiles. It shapes safe outcomes across a broad, high-impact portfolio.

About the Opportunity

The HSE Manager leads national safety strategy and operational oversight across all business units. The role reports to the Head of Safety for Specialist Businesses and partners with project directors, regional HSE teams, subcontractors and senior leaders. You will guide WHS planning, risk management, audit outcomes and incident response. You also shape safety culture by influencing behaviours, strengthening systems and embedding consistent ways of working across diverse project environments.

What are the key accountabilities for the position?

  • Lead WHS policy that aligns to business goals and sets clear, practical standards across all sites
  • Drive audit programs that test compliance, expose gaps and build consistent frameworks for safe delivery
  • Simplify safety controls and management systems to match changes in structure, risk and delivery methods
  • Direct risk reviews to identify current and emerging hazards and outline mitigation that protects people and productivity
  • Oversee incident response, support legal teams on regulatory requirements and set actions that cut TRIFR and LTIFR
  • Build capability by coaching leaders, improving WHS knowledge at all levels and promoting behaviours that lift safety culture

Required Skills and Competencies

  • Tertiary qualification in Occupational Health and Safety or extensive experience
  • 10+ years safety leadership in construction
  • ICAM Lead Auditor certification
  • Strong Occupational Health and Safety legislation and compliance knowledge
  • Extensive investigation experience
  • Demonstrated experience in a leadership role
