Job Summary: This position is within the Washington Office Fire and Aviation Management (WO-FAM) AD Operations unit. The position has responsibility for a number of equipment program segments within the Aviation and Operations organization that require considerable planning and coordination. Major Duties:

  • Responsibilities listed below are at the full performance level of GS-12.
  • Serves as the fire equipment program specialist for the national fire equipment program, providing leadership to Forest Service fire caches by providing administrative and management oversight, coordination, and support of the program.
  • Provides leadership to and coordination with other government agencies, programs, and projects concerning fire equipment issues affecting the Forest Service.
  • Performs analysis to provide recommendations for workforce organization and utilization.
  • Coordinates primary federal sources of supply such as the Defense Logistics Agency (DLA) and the General Services Administration (GSA) to establish annual inventory requirements and assure availability of critical equipment and supplies.
  • Participates in interagency meetings and committees of national scope and significance. Collaborates and build consensus with interagency partners.
  • Serves as program contact for fire equipment or supply chain-related Cooperative Agreements, Interagency Agreements, Memoranda of Understanding and Memoranda of Agreement.
  • Serves as Contracting Officers Representative on contracts as needed.
  • Organizes, coordinates and leads program reviews of Forest Service caches, evaluating compliance with agency policy, cache operating procedures, administrative processes, record keeping inventory processes, and fiscal accountability.

Provide course descriptions as necessary. Specialized Experience Requirement: GS-11: Applicants must have one year equivalent to GS-09. Specialized experience is defined as three or more of the following: Assisted with identifying issues and developing recommendations for the fire equipment program; and/or With guidance, advised the supervisory chain on administrative, technical, and budget issues pertaining to or impacting the fire equipment program; and/or Provided input on new equipment development based on subject matter expertise; and/or Collaborated and build consensus with interagency partners. -OR- Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., -OR- An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D. GS-12: Applicants must have one year equivalent to GS-11. Specialized experience is defined as three or more of the following: Identified issues and developed recommendations for the fire equipment program; and/or Advise the supervisory chain on administrative, technical, and budget issues pertaining to or impacting the fire equipment program; and/or Reviewed, provided, and recommended input on new equipment development based on subject matter expertise; and/or Collaborated and build relationships and consensus with interagency partners. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
