Job Summary: This position is located at the Golf Maintenance Branch of the Morale, Welfare and Recreation (MWR) Division of Naval Weapons Station Seal Beach, California. The primary purpose of this position is to serve as Golf Course Superintendent to improve and maintain the design and playing conditions of the turf, geens, playing areas and associated land and water features for 27 holes of golf.
Major Duties:
- 1. Responsible for complete maintenance of the golf course areas, landscaping, cleanliness of the grounds area, patio and parking lots, structures (buildings, fences, bridges, materials, etc. affecting golf play), materials, and assorted records for course maintenance. The courses include an 18 hole golf course, a 9 hole golf course, driving range, lakes, 27 geens, (putting greens), nursery green, club house grounds and a vehicle repair and maintenance facility, shop, or storage for approximately 125 assorted golf course vehicles (tucks, trailers, tractors, fairway mowers, greens mowers and specialized turf equipment). Total area is 175 acres. Maintenance includes repair and maintenance of all turf equipment and irrigation and modifications of gounds for 27 holes. 2. Responsible for supervision, scheduling, discipline, safety and training of maintenance staff, (1) NF.1101-03 Assistant Golf Supt., (2) NA-5823-10 Equipment Mechanics, (2) NA-5003 -08 Irrigation Technicians, (1) NL-5003-05 Greens keeper leader, (15) NA-05 Greenskeepers/Motor Vehicle Operators, (3) NA-03 Laborers. Staffing will vary seasonally. Duties include interviewing, hiring, evaluations, recommending disciplinary action, verifying time, approving leave requests. Provides maximum opportunity for employees to enhance their skills and knowledge so that they may perform at their highest potential and advance in accordance with their abilities without regard to non-merit factors such as race, religion, national origin, physical or mental handicap, sex, or age. Incumbent utilizes personnel and facilities to ensure reasonably uninterrupted working conditions of vehicles and equipment and maintains grounds on optimum appearance and playing conditions as limited by budgetary conditions. Constant review of more efficient/innovative methods and procedures is required. 3. Applies pesticides to minimize or prevent damage from insects, rodents, diseases, weeds, and minor pests, ensuring that all details of pest control comply with official published direction and meets all safety requirements. Forwards pesticidal use and application reports to District Pest Manager Office, pursues course of study necessary to obtain Department of the Navy Pest Control Technician certification or current California State Pesticide License. Continues study of new laws and developments and passes periodic recertification examinations. 4. Prepares budgets for supervisory review/approval, then tracks budget/actual variances to ensure profitability goals are realized. In preparing budgets, the incumbent determines the amount, quality, and costs of labor, materials, and equipment required for optimum accomplishment of assigned mission; given desired profitability level. Materials to include: specialized fertilizers, pesticides, soils, sands, gravels, amendments, and golf course sundries. All specialized turf equipment includes mowers (from single unit types to 9-Gang) aerifyers, verticutters, spreaders, sprayers (up to 300 gallon capacity), and various smaller pieces. 5. Maintains records to meet mission, but not duplicate those retained in office, (copies of purchase orders, receipts, budget vice actual data, information on employees, work log, material levels, directives and instructions, etc.). Account for all assigned property. Maintain accurate records of weather conditions, material applications and inventories. 6. Prepares documentation for purchase, survey, repair, or modification of existing equipment. Responsible for proper use of equipment by ensuring that employees are instructed in the safe operation of all equipment. Conducts research to keep abreast of new types of equipment available and initiates action to keep the course at optimum level attainable. 7. Plans and implements construction and major improvement projects, i.e. drainage of large areas, bridge and cart path, sod farm, construction, rebuilding of greens and tees, sodding or seeding of substandard areas, etc. Incumbent recommends appropriate use of contractors, and conducts research as necessary to secure bids before submitting to purchasing. Responsible for drafting of specifications, needs, and desires. 8. Attends meetings and conferences (department, section, golf advisory board, men's and women's club, managers, Golf Course Superintendent Association, ecology and equipment shows, Environmental/Hazmat and other schools and seminars considered of value to golf maintenance. Teaches/recommends appropriate training courses for employees. 9. Performs other duties as assigned.
Qualifications: Incumbent must posses a working knowledge of the game of golf and demonstrate qualities of leadership and an ability to exercise diplomacy in dealing with the public to maintain a good public image for the MWR Division of the Naval Weapons Station Seal Beach. College-level studies in park management; horticulture, agronomy, entomology, hydrology, landscaping, turf culture, and related subjects are desirable. Incumbent must be qualified in the selection and application of fertilizers, pesticides, soil amendments, and must have at least three years experience as an assistant golf course superintendent. Administrative capability is required. Ability to plan, assign, train, and supervise the work of subordinates. Ability to understand, carry out and transmit verbal and written orders and directions. Ability to establish and maintain effective and amicable working relations with others.
