MWR Facilities Maintenance Safety Supervisor

Job Summary: This position is located in Fleet and Family Readiness, Naval Air Weapons Station China Lake, CA under the direct supervision of the Fleet and Family Readiness Director. Responsible for the efficient maintenance of all recreation facilities. Serves as Safety Officer for the FFR Department. Monitors and promotes the FFR safety program. Complies with safety requirements established by Federal Regulations, Navy Regulations and applicable safety standards.

Major Duties:

  • Oversees the administration and management of the FFR Facilities and Maintenance division to include facility and maintenance repair and projects, renovations, minor construction, budgeting, contract and bid proposals, facility planning, project planning, design contracting, project administration and control, and repair and maintenance of equipment in support of activities. Responsible but not limited to repairing, renovating, maintaining, painting, replacing, fixing, cleaning, inspecting of surfaces, structures, equipment, etc. Provides materials and equipment to perform general building and grounds maintenance. Responsible for areas in and around the athletics field and park/picnic areas; monitors field lighting to ensure system is working properly. Serves as FFR representative member of various Command Safety committees and working groups. Participates in and, acts as a safety technical consultant to various safety committees in the supporting organization elements being serviced. Acts as Safety and HAZMAT Coordinator for all FFR areas, maintains accurate material safety data sheets on all hazardous materials. Plans, schedules and coordinates the activities of subordinate employees. Reviews work assignments and determines work priorities. Checks work in progress and finished work for compliance with sequence; procedures, methods and deadlines. Answers questions regarding procedures, policies, written instructions and other directives. Keeps supervisor informed on status and progress of work, causes of delays, overall work operations and problems which require corrective action. Supervises Maintenance Workers and Laborers assigned to FFR Facilities. Responsible for training, supervising and scheduling. Interviews and prepares necessary paperwork for hiring, evaluates performance and initiates appropriate disciplinary action. Work is reviewed for timeliness and compliance with appropriate objectives and goals.

Qualifications: Resumes must include information which demonstrates experience and knowledge, skills, and ability (KSAs) as they relate to this position. A qualified candidate must possess: Four year degree from an accredited college or university with a major course of study in park/athletic field management, horticulture or closely related field; and/or a minimum of four years of experience which demonstrates an exceptional knowledge of ground and athletic field maintenance. General knowledge of an extensive body of laws, regulations, standards, and codes applicable to facilities, workplaces, machinery, and equipment inspected, enabling the employee to determine whether activities are in compliance therewith, and if not, needed corrective actions. Knowledge and proven skill in construction, design and renovation of athletic fields. Knowledge of care and maintenance of artificial turf athletic fields. Knowledge and experience in grounds landscaping including design and layout of sprinkler systems. Knowledge of the complexities and interrelationships of soils, fertilizers, irrigation; drainage and insect control. Knowledge of Non-Appropriated Fund inventory and procurement procedures. Knowledge of rules and regulations of a variety of athletic sports. Knowledge and experience in laying out correct dimensions, for a variety of outdoor sports fields including soccer, football and softball. Knowledge and experience in operating a tractor with front load bucket and scrapper, and forklift all of which require a current license. Ability to plan, assign, train and supervise. Ability to make independent judgments and sound decisions. Ability to maintain records and reports. Knowledge of NAF & APF budget preparation and accounting systems and processes. Ability to communicate effectively, both orally and in writing. Ability to follow verbal and written instructions.
