Job Description:

Position:  Monitoring, Evaluation, Research, and Learning (MERL) Coordinator

Work location: National Office in Sarajevo, or other WVBiH Office in Bosnia and Herzegovina

Purpose of position

This main purpose of this role is to ensure collection of quality evidence and building data driven learning environment in order to ensure quality, effectiveness and accountability of the overall programming and demonstrate the impact of grant-funded interventions conducted by WV BiH. This position ensures (a) integration of the Design, Monitoring & Evaluation (DME) requirements in grants/ initiatives and/or across programs and impact measurement through assessment, monitoring, evaluation and reflection ensuring that project staff and partners are supported to in their work while fully adhering to WV and donor requirements. MERL Coordinator is responsible for coordinating and managing MERL related activities, MERL system and MERL Data storage ensuring that project staff and partners are supported to in their work while fully adhering to WV and donor requirements. MERL Coordinator takes responsibility for evidence-based decisions and actions in MERL field in coordination with project staff.  MERL Coordinator is responsible for the WV BiH compliance with key / regular reporting processes in keeping alignment with WV family likeness. The role further ensures (a) integration of the Design, Monitoring & Evaluation (DME) framework/ requirements in grants/ initiatives and/or across programs and (b) impact measurement through assessment, monitoring, evaluation and reflection, ensuring that project staff and partners are supported to in their work while fully adhering to WV and donor requirements.  

Major Responsibilities

Project design and monitoring

  • Provide MERL technical expertise and guidance in development of new project proposals 

  • Design project monitoring and evaluation plan including methodological guidance and resource planning within project proposals

  • Support the project and partner staff in developing quality M&E Plan for the project and conducting regular project/ progress data collection and  reporting, needed for decision-making  

  • Develop data collection methodologies, tools and systems for on-going data collection and analysis as per donor standards and requirements

  • Support Project Managers to ensure partner & direct implementation is monitored on a regular basis as per donor requirements and/or WV quality standards (scheduled visits, data quality check, spot check/verification visits against reports, reports reviews, etc.)

  • Support Project Managers and ensure project reports are of good quality and are in alignment with donor requirements and/or WV standards and are submitted in accordance with defined timeframe.  Flag and recommend actions on validation and accuracy issues

  • Provide technical expertise to grant managers to ensure that grant project baselines are done in a quality manner and in accordance with donor requirements.

  • Support Project Managers in development and finalization of baseline/evaluation Terms of Reference (ToR) and preparation of call for applications by external consultants

  • Ensure learnings are extracted, reflected, documented, institutionalized, disseminated, and reused.

  • Design and implement a comprehensive and documented data management process, embedded within the MERL system, to ensure that both primary and secondary data meet rigorous quality standards

WV BiH compliance with key / regular reporting processes

  • Ensure WVI and WV BiH management policies implementation is monitored and evaluated through Integrated Compliance Monitoring Tool (ICMT)

  • Coordinate Strategy Scorecard process in cooperation with SLT and relevant programme/project staff

  • Coordinate Maturity Framework rating on organization level in cooperation with relevant, designated departments across organization

  • Facilitate data collection on semi-annual basis as part of Annual Board Update reporting

  • Support and timely engage in all relevant regional and/or global initiatives

Strategy

  • Contribute to finalization, understanding and upgrades of the new organization’s strategy, as per SLT request

  • Facilitate development of operational plans in line with organization’s strategy on annual basis

  • Conduct periodic analysis of overall monitoring data to show progress towards strategic objectives (as per SLT request)

  • Coordinate collection of data and reporting on country level achievements aimed for internal and external audience stakeholders

  • Support development of quality annual country briefs/capacity statements for strategic areas of interest in terms of providing available data and support analysis and interpretation of data

  • On need basis, support consultants for conducting national level research processes launched by WV BiH

  • Contribute to organizational positioning by ensuring quality capacity statements and attending relevant meetings at all levels

  • Coordinate WV BiH integration of the WV global (ENOUGH) Campaign into the WV BiH Strategy

Systems and learning

  • In cooperation with IT, manage establishing the electronic data management system, providing technical support, and offering guidance on its use to project manager and project partners.

  • Maintain and, where needed, develop adequate guidelines, tools and databases to increase effectiveness of MERL processes

  • Promote continuous documenting of best practices and data driven learning environment.

  • Community Feedback and Accountability Mechanism is in place and implemented ensuring that beneficiaries and partners have constant access to information about WV’s programs and to channels that can process complaints & feedback with confidentiality & respond appropriately within predefined standards.

  • Coordinate IMPAQ platform in tracking implementation of grant projects

Capacity building

  • Ensure project and partners’ staff are equipped with knowledge, tools and resources to comply and produce high quality MEL products in-line with WV & donor standards & requirements.

  • Organise periodic refresher trainings in accordance with the defined office needs

  • Ensure partners and WV project staff are familiar and are ready to comply with MERL standards, processes and requirements, donor standards, procedures and requirements

 

Education and Experience

  • Bachelor’s degree in International Development, Social Sciences, or a related field applicable to developing country context.

  • Master’s degree in related fields would be beneficial.

  • 3 years field experience in program/project design, monitoring and evaluation.

  • Good knowledge in quantitative and qualitative data collection methods, and analysis is essential

  • Understanding and experience in donor/ grants programming and reporting

  • Good understanding on database management and data structures.

Preferresd skills, knowledge and experience

  • Strong influencing, communication, organizational skills and analytical skills.

  • Ability in the use of quantitative & qualitative methods including questionnaire design, survey techniques & participatory approaches

  • Capacities in developing / contributing to development of quality project proposals / grant applications

  • Ability to make decisions in line with decision space and decision mandate

  • Demonstrated ability to transfer knowledge through informal & formal training

  • Works with minimum supervision

  • High levels of written communication and reporting as well as a clear and persuasive verbal presentation style

  • Ability to engage at a strategic level within the organization as well as externally with relevant stakeholders.

  • Good interpersonal, organizational and time management skills.

  • Computer literate in Microsoft Office applications, Outlook or similar database, email and internet programs.
