[What we are looking for]
Key Responsibilities
Product Strategy & Development
- Shape the product vision and strategy for MOM’s digital platforms, ensuring strong alignment with regulatory intent, policy outcomes, and operational (Policy-Ops-Tech) needs across departments.
- Translate policies, legislative requirements, and service workflows into clear product specifications and user stories that drive meaningful digital transformation.
- Lead discovery and problem‑framing sessions with policy owners, operations teams, inspectors, enforcement units, and external stakeholders (e.g., employers, employment agencies, workers) to understand ground challenges and surface opportunities for redesign.
- Evaluate product ideas through evidence‑based approaches, user research, and data insights to ensure solutions are practical, scalable, and citizen‑centric.
Product Management
- Own and manage the end‑to‑end product lifecycle across multiple MOM platforms (e.g., Policy, Service Delivery, Enforcement, Organisational, etc).
- Prioritise features across complex stakeholder groups based on regulatory impact, user benefits, feasibility, operational constraints, and cross‑agency dependencies.
- Partner closely with engineering teams, policy divisions, and operations to ensure timely, high‑quality product delivery.
- Define and track success metrics that reflect MOM’s policy intent, service quality, compliance outcomes, and user experience.
Technical Collaboration
- Work with engineering, cybersecurity, architecture, and data teams to design solutions that are scalable, secure, and compliant with government standards.
- Guide integration approaches with cross‑agency systems (e.g., IRAS, ICA, CPF Board, BCA) and MOM internal platforms.
- Balance technical debt remediation with new feature development to ensure long‑term product sustainability.
- Work closely with engineering leads on technical feasibility and architecture decisions

User Experience & Design
- Champion user-centric design for products serving diverse user groups such as employers, migrant workers, employment agencies, inspectors, and internal MOM officers.
- Simplify complex regulatory processes into intuitive, efficient digital services that reduce friction and enhance service delivery.
- Use data, behavioural insights, and feedback loops to refine user journeys and continuously improve experience across web, mobile, and officer-facing systems.
Team Leadership
- Lead and mentor a team of product managers working across multiple product lines.
- Establish product culture and best practices, ensuring consistent standards in product discovery, experimentation, documentation, and delivery.
- Drive capability development across product teams, strengthening MOM’s internal digital product competencies.
Stakeholder Management
- Partner with policy groups, statutory departments, enforcement teams, and external stakeholders to ensure product decisions support MOM’s broader mission of fair, progressive, and safe workplaces.
- Manage expectations and build consensus among senior leadership, operational managers, and public sector partners.
- Lead change management activities to drive adoption of new digital processes across MOM and industry stakeholders.
- Communicate product vision, priorities, and progress clearly to both technical and non‑technical audiences.

What we are looking for:
- 12+ years of product management leadership, with a track record shipping mission‑critical, enterprise platforms in domains with regulatory, compliance, or high‑stakes operational requirements (public sector or adjacent industries preferred).
- Policy‑to‑product translation: demonstrated ability to interpret legislative intent, policy objectives, and service workflows, and convert them into clear product strategies, roadmaps, and user stories that deliver measurable outcomes.
- Multi‑stakeholder leadership across policy divisions, operations, enforcement, service delivery, and technology—able to balance regulatory impact, user benefits, feasibility, and cross‑agency dependencies in prioritisation and trade‑offs.
- Agile at scale: expertise in discovery and delivery, backlog management, outcome‑oriented OKRs, and evidence‑based decision‑making using product analytics, research, and experimentation.
- Technical acumen to partner credibly with engineering, architecture, cybersecurity, and data teams—familiar with enterprise integration patterns (APIs/event‑driven), data governance, security and privacy by design, and long‑term product sustainability (tech debt vs. new value).
- Data‑driven mindset, defining and tracking north‑star and operational metrics that matter to MOM (e.g., service quality, time‑to‑serve, adoption, compliance outcomes, reduction in friction, and productivity uplift).
- User‑centred design leadership across diverse user groups (employers, migrant workers, employment agencies, inspectors, and internal officers), with a track record simplifying complex regulatory journeys into intuitive digital experiences.
- Team leadership and coaching: experience building and mentoring product managers and cross‑functional squads; establishing product standards and practices; uplifting product capabilities across a portfolio.
- Stakeholder influence and communication: able to align senior leadership, guide change management, and communicate product vision and trade‑offs clearly to both technical and non‑technical audiences.
- Nice to have / domain strengths: familiarity with MOM‑relevant areas such as work pass and regulatory systems, employment standards, workplace safety and health, inspections/case management, and service‑ops transformation; experience with cross‑agency integrations (e.g., ICA, CPF Board, IRAS); exposure to payments or licensing platforms; enterprise architecture background.
