Major Duties:
- As a MILITARY AND FAMILY READINESS MANAGER, GS-0301-12, you will: Manage and execute budget aspects of ARNG program execution. Coordinate closely the ANG Wing Airmen & Family Program Manager(s) within the state regarding budget aspects of ANG program execution. Areas of emphasis include but not limited to family/youth readiness, service member life cycle support, mobilization/deployment/reintegration support, financial literacy/readiness, transition and employment, community outreach/partnerships, and resilience risk reduction programs. Plans, programs, budgets and executes a mix of fiscal resources (OMNG, OSD, NAF). Ensure programs are executed in accordance with professional standards of service in order to achieve/maintain required Family Program accreditation/certification. Develop annual and multi-year strategic plans and synchronize family readiness services and resources with NGB, Service, state and community stakeholders, and Governmental and non-Governmental agencies and organizations. Participate in National Guard Bureau and Service working groups and advisory councils, as requested, to shape program policy and performance metrics, and inform targeted initiatives, service delivery and accreditation standards. Oversee, monitor and report program activity and performance data, per state NGB , Service and OSD standards and requirements within applicable systems. Supervise, evaluates performance and directs the Readiness Support staff, including subordinate program team leads. and direct the Support Services staff. Demonstrate authoritative discretion, provide direction, technical oversight, budget oversight, support, guidance, and assistance to enable programs that positively impact readiness and enhance the quality of life for members and families during steady state/peacetime and mobilization/deployment periods. Assign work to subordinates; technicians, State employees, Title 5 civilians, statutory volunteers, and AGR personnel to ensure full coverage of all work/life services and activities provided by the Readiness Support; provide individual and team development, and cross training. Ensure required initial and sustainment training for staff and volunteers is completed. Counsel employees regarding policies, procedures, and directives; makes or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and Equal Employment Opportunity objectives. Interpret, adapt and implement program and resource guidance, regulations, policies, and public law from higher headquarters (National Guard Bureau) and other sources (including DoD, Army and Air Force), tailoring guidance to specific and unique Readiness of the state/territory/DC within program requirements. Identify, plan, and direct family readiness, mobilization, and deployment priorities based on mission requirements and unit OPTEMPO within the state/territory/DC. Provide, consult on, and coordinate pre-deployment preparation in support of TAG and Commanders to include financial readiness, medical, legal and family care plan awareness, Family Readiness Groups and volunteer corps opportunities, and other benefits and entitlements. Plan and oversee all budget aspects for an effective Readiness Support, to include government purchase card, defense travel system, wide-area workflow RM Online, paperless contracting system and state of the art accounting system. May serve as a Contracting Officer Representative, authorizing payment of contractor invoices. Request and execute Army and Air Force appropriated/non-appropriated funds as appropriate from NGB for Readiness Support requirements. Ensure full accounting, management, utilization of funds and compliance with all regulatory guidelines with appropriate internal controls. Provide guidance, oversight and approval of all contracting activities within Readiness Support (e.g. Performance Work Statement development, QASP monitoring, vendor evaluations/CPARS), Provide oversight of the Government Technical Monitor for contracted assets provided through national contracts or the National Guard Master Cooperative Agreement to the Readiness Support by OSD or NGB. Provide policy, guidance and oversight for the management of all ARNG volunteer program activities. Responsible for the direction, organization, marketing, implementation, and monitoring of the Army Family Action Plan and Army Family Team Building within the National Guard, including the recording of volunteer hours in the NGB-approved system of record and tracking other data for issue trend analysis and recognition purposes. Establish and provide JFHQ and units with the full spectrum of well-being, life skills education, and training capabilities and resources to enable and sustain individual family readiness (families) and a robust volunteer corps (volunteers). Performs other duties as assigned.
Qualifications: GENERAL EXPERIENCE: Experiences gained through military and civilian experiences, completed military and civilian education, learned skills, obtained knowledge, endorsed abilities, and training program accomplishments. This experience may be paid and unpaid experience, including volunteer work done through professional; philanthropic; religious; spiritual; community; student; social organizations. The knowledge, Skills & Abilities required of this position are: SPECIALIZED EXPERIENCE: 1 year specialized experience equivalent to at least the next lower grade level. Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations.
