Position Summary
The Workforce Optimization Manager is responsible for aligning the team’s strategy by supporting organizational restructuring and managing the life cycle of workforce optimization activities. This role consults with leaders across all levels to support the design of future state organization structures and ensures compliance with employment laws while mitigating risk to the Company.
Key Responsibilities
- Lead workforce optimization projects ranging from single-department initiatives to large-scale enterprise initiatives.
- Consult with leaders to understand strategic objectives and organizational impact.
- Influence key talent decisions based on identified skills and requirements needed in the future organizational structure.
- Ensure quality and accuracy of severance packages in accordance with severance plan eligibility and federal/state legal requirements.
- Analyze data and conduct reporting to support workforce optimization activities.
- Coaches leaders for notification conversations, including how to effectively craft clear and respectful messages for impacted colleagues and communicate the business decision to the retained colleagues.
- Partner with key stakeholders such as HR, Legal, Colleague Relations, and Payroll.
- Ensure compliance with state/federal laws (WARN, OWBPA, EEO Title VII, ERISA, Section 409A of the Internal Revenue Code, etc.) and company policies.
- Maintain fairness and transparency throughout the process that embodies the company’s reputation and internal trust among retained colleagues.
- Drive process improvements and system enhancements, provides requirements, builds test scripts, and executes full regression testing in support of severance administration technology.
- Represent the HR brand positively and professionally.
Required Qualifications
- Bachelor’s degree or equivalent experience.
- 5+ years of related HR experience, preferably with experience as a HR Business Partner or equivalent.
- Strong knowledge of full cycle workforce optimization activities including, supporting organizational restructuring and employment law.
- Familiarity with WARN, OWBPA, EEO Title VII, ERISA, and Section 409A of the Internal Revenue Code.
- Proven ability to manage multiple projects independently in a fast-paced, agile environment with a strong attention to detail.
- Ability to partner with technology teams for system enhancements.
- Excellent consulting, influencing, strategic thinking, and project management skills.
- Effective communication, interpersonal, and problem-solving skills.
- Strong analytical, data analysis, and reporting skills.
- Ability to travel up to 10%
Preferred Qualifications
- Experience in serving as a key advisor and consultant to business leaders to support full-scope HR initiatives.
- Ability to communicate effectively across all organizational levels, including executive leadership.
- Skilled in tailoring messages to diverse audiences and presenting complex information in a clear, concise, and actionable manner.
- Experience in writing and executing comprehensive regression test scripts to ensure system integrity and functionality.

Pay Range
The typical pay range for this role is:
$66,330.00 - $145,860.00
This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above.
