Job Summary: Incumbent will oversee and coordinate the Medical Center's Healthcare Resource Contracts and sharing agreements, The Physician and Dentist. Compensations Panel and performance pay processes, the time and attendance programs for part-time physicians, and other assigned projects. They are the expert, coordinator, and team leader in providing management support to the Medical Center clinical programs. Position works within the Chief of Staff office.

Major Duties:

  • Duties include, but not limited to: Provide oversight and coordination of all Health Care Resource contracts and sharing agreements. Assist the clinical services to develop statements of work, technical evaluation criteria, pricing and cost data, and other required documents necessary for a sharing agreement or a contract. work with the involved clinical service and the VISN 9 Acquisition Service Center to monitor each step of the process for interim or final contracts. Delineation of workload functions, equipment and their technological impact, personnel and space needs requirements are appropriately planned far enough in advance to ensure appropriate acquisition of equipment, training of personnel, recruitment of new staff and/or internal reassignment of staff members, and construction/space renovation needs are addressed with appropriate services to assure timely implementation of the contract and sharing agreement. Evaluate the cost/benefit effectiveness of proposed contracts and sharing agreements, establishing controls to monitor performance plans, forecasting the impact of new or restructured programs on medical center resources, and demonstrating how resource requirements will be met. Function as the coordinator and team leader to identify, analyze and evaluate medical center clinical operations and programs that would effectively lend themselves to sharing agreements, based on medical center needs, operational issues, mission requirements, impact on and relevance to the long-term and strategic management direction plans, and cost/benefit considerations impacting medical center operations. Develop and coordinate of contracts and the sharing agreements with appropriate supervisors and staff members of involved clinical services and operations and appropriate administrative services such as Acquisition & Materiel Management, Human Resources Management, Engineering, the Business Office, and other services deemed necessary. Establish cooperative arrangements with affiliated medical centers, coordinating ongoing sharing agreement arrangements, and addressing overall administrative/operational problems. while being astute to the development of new arrangements or modification of existing agreements. Coordinate all aspects of the Physician and Dentist Compensation Panel and Performance Pay process in accordance with the Department of Veterans Affairs Health Care Personnel Enhancement Act of 2004 (Public Law 108-445). Coordinate the time and attendance programs for part-time physicians. Ensure the appropriate quality assurance standards are in place for each health care resources contract, the appropriate data methods are in place, collection is performed, tracked, and reported, and issues are raised with the Contractor's Officer's Technical Representative (COTR) and top management. Develop medical center policies, procedures, and conducts operational reviews regarding compliance and overall effectiveness. Overviews of clinical programs and projects, and inltiates and conducts special studies as requested by management. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/16/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade Gs-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: processing of contracts, development and implementation of changes, and involvement of quality assurance activities in the healthcare field.
