Salary Range: $90968 - $145468 Per Year

Job Summary: As a Mechanical Engineer, the incumbent provides professional mechanical engineering support to acquisition and supply functions for assigned items. Location of position: Federal Acquisition Service (FAS), Office of General Supplies and Services (GSS), Supply Chain Operations Division (QSDD) We are currently filling one vacancy, but additional vacancies may be filled as needed.

Major Duties:

  • Performing professional mechanical engineering such as: Provides professional mechanical engineering support to the acquisition and supply functions for assigned items. Develops new specifications and standards and modifies existing specifications and standards for assigned items. Reviews proposed and existing military specifications and standards used in procurement. Presents findings and recommendations for preparing activities. Develops and maintains contract support documents, commercial item descriptions and item purchase descriptions to maximize potential bidder interest and enhance competition. Provides technical assistance to FAS contracting activities as well as user activities upon request, including review of technical proposals submitted in response to competitive procurement procedures; inspection of pre-production samples; review of findings and determinations in support of noncompetitive procurement: evaluations of quality complaints to ascertain if probable cause is specification related. Evaluation of other post contractual matters (i.e., protests, disputes, etc., which are specification-related including preparation of cost analyses or appearance as expert witness for judicial proceedings or appeals); recommendation of most appropriate methods of supply; identification of candidate items for conversion from Multiple Award Schedules to competitive, Single Award Schedules or term contracts; and administration of Qualified Products Lists. Acts as the representative to industry for assigned commodity areas, i.e. serves on technical industry standards committees; clarifies and interprets government specifications and standards, et. Working in a team environment composed of technical and non-technical personnel.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. BASIC REQUIREMENTS FOR ENGINEERS: A Degree in professional engineering OR a combination of college-level education, training, and/or technical experience. SPECIALIZED EXPERIENCE: In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is coordinating projects and/or large portions of projects (i.e. balance scope/quality, schedule and/or budget) requiring the services of multiple engineering disciplines from project initiation phase through project closeout; AND assist mechanical engineers developing technical documentations and specifications in support of acquisition of commodities.
