Job Summary: This vacancy is for a GS - 0830 - 9/11/12/13, Mechanical Engineer located in the Department of Homeland Security, U.S. Coast Guard, OFFICE OF NAVAL ENGINEERING in Baltimore, MD. .

Major Duties:

• You will serve as a Mechanical Engineer and and be responsible for mechanical engineering designs, plans, and specifications associated with the construction, modernization, overhaul, conversion, maintenance and repair of a wide variety of vessels. . Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Using extensive engineering knowledge to develop layouts and sketches for the installation, modification, or replacement of systems. Degreed expertise is required in mechanical engineering. Developing Test Memoranda to validate that customer requirements are satisfied. Overseeing accomplishment of tests and troubleshoots systems in the event of test failure. This tasking includes condition assessments, ultrasonic flow measurement, system commissioning, test and balancing procedures. Using extensive engineering knowledge to develop, analyze and trouble shoot piping systems, flow calculations, pump characteristics, and system diagrams Using extensive engineering knowledge to develop, analyze and trouble shoot hydraulic systems and controls Using extensive engineering knowledge to analyze and trouble shoot propulsion systems, shafting, coupling, and alignment inquires Providing high quality data deliverables such as detail design drawings and system diagrams in USCG standard format Standard Maintenance Specifications, etc. Will also be required to provide logistics deliverables such as supply support data, technical information, training requirements; packaging, handling, shipping and transportation requirements; facilities, and test requirements. Managing SLEP, TCTO, design, production or other projects as directed. Projects are typically valued between $100K and $10M. These projects will be executed in a matrix organization that includes the three Yard Engineering Branches, the Yard Industrial Department, the Surface Forces Logistics Center (SFLC) Engineering Services Division (ESD), SFLC Product Lines, and occasionally Headquarters Offices. Project Management responsibilities will include scheduling, cost estimating and scope management. The incumbent will represent the Yard at various project meetings and manage work assigned to Yard engineering or production divisions. Reviewing work of others as required. Comments ensure that safety and system requirements are satisfied. Able to determine when data deliverables are ready for delivery to customers. Participating in or leading working groups. An effective team member or leader. The GS-09, GS-11 and GS-12 levels are developmental and will receive tailored instruction, guidance, training, and supervision designed to equip the employee with the knowledge and skills necessary for successful performance at the GS-13 level. Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position.

Qualifications: Basic Requirements: This position has a positive Education Requirement in addition to at least one year of Specialized Experience or substitution of education for experience or combination (if applicable) in order to be found minimally qualified. You MUST meet the following requirements: EDUCATION: To qualify for this position, applicants must show that they possess a professional knowledge of engineering principles and practices through the following: Completion of a bachelor's or higher degree in engineering that was from an ABET (Accreditation Board for Engineering and Technology) accredited school or that included courses in differential and integral calculus and courses (beyond first year physics and chemistry) in five of the following seven areas of engineering science or physics: (a)statics, dynamics; (b)strength of materials stress strain relationships); (c)fluid mechanics, hydraulics; (d) thermodynamics; (e)electrical fields and circuits; (f)nature and properties of materials (relating particle and aggregate structure to properties); and (g)any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Registration as a professional engineer by a State, the District of Columbia, Guam, or Puerto Rico. OR Successfully passing the Engineering-in-Training (EIT) examination, or the written test required for professional registration that is administered by the Boards of Engineering Examiners in the various states, the District of Columbia, Guam, and Puerto Rico, and completed all the requirements for either (a) bachelor's degree in engineering technology (BET) from an accredited college or university that included at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from an ABET-accredited program. OR A combination of at least 4 years of college-level education, training, and/or technical experience that included successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, including the courses listed in paragraph A above. (NOTE: The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum.) OR Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field (e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology) AND at least 1 year of professional engineering experience under the guidance and supervision of a professional engineer.IN ADDITION to meeting the basic education requirements (above) applicants must possess one year of specialized experience equivalent to the next lower grade level. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. AND Applicants applying for the GS-9 level must possess at least one year of specialized experience equivalent to at least the GS7 level in federal service. Examples of specialized experience includes: estimating costs for tasks; understanding project management principles and applying them OR Completion of 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree OR Possession of a combination of graduate level education (beyond the first year of progressive graduate study) and appropriate experience that together meet the qualification requirements for this position. Applicants applying for the GS-11 level must possess at least one year of specialized experience equivalent to at least the GS-09 level in the Federal service. Examples of specialized experience include developing, analyzing and reviewing designs, specifications and independent cost estimates for a variety of mechanical or electrical equipment; reviewing system designs and specifications prepared by consulting engineers for compliance with requirements and recommends necessary revisions and improvements. OR At least 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. OR Possession of a combination of graduate level education (beyond the first 2 years of progressive graduate study) and appropriate experience that together meet the qualification requirements for this position. Applicants applying for the GS-12 level must possess at least one year of specialized experience equivalent to at least the GS-11 level in the Federal service. Examples of specialized experience include: preparing design documentation (e.g., design drawings, specifications, cost estimates, process checklists) and project approval packages; reviewed engineering aspects of applications, designs, or proposed plans for compliance with laws, regulations, standards, specifications, or other requirements and criteria; applying concepts and procedures inherent in or associated with project management, financial management, and procurement to achieve project goals and objectives. Applicants applying for the GS-13 level must possess at least one year of specialized experience equivalent to at least the GS-12 level in the Federal service. Examples of specialized experience include: developing new criteria or policies for resolving highly complex and unusual problems associated with the analysis, procurement, maintenance, modification, and repair of marine equipment and machinery; analyzing mechanical engineering costs for a project; performing surveys/investigations at project sites to determine facility condition before initiating mechanical engineering design; reviewing architect and engineer (A/E) scopes of work; coordinating the design of construction projects and technical design reviews of drawings and specifications.
