Job Summary: This National Guard position is for a MATERIALS HANDLER SUPERVISOR, Position Description Number D1949000 and is part of the Oregon National Guard 173rd Fighter Wing, National Guard.

Major Duties:

  • As a MATERIALS HANDLER SUPERVISOR, WS-6907-6, this position is located in the Air National Guard, Mission Support Group, Logistics Readiness Squadron (LRS), Asset Management Section of the Materiel Management Flight. The primary purpose is to direct the performance of all warehousing operations (Central Storage, HAZMAT Pharmacy, Aircraft Parts Store (RSP), Individual Protective Equipment, and Individual Equipment Elements). The position has direct technical supervision over Materials Handlers, WG-6907-06, and administrative supervision over the HAZMAT Specialist, GS-2001-09. (1) Planning: Plans weekly or monthly work schedules and sequence of operations. Establishes deadlines and priorities based on established general schedules, methods, and policies. Determines skills, materials and equipment required to do the work. Participates in the initial planning of current and future work schedules and development of budget requests. Provides workload data, estimates, and information on staffing needs and recommendations as the scheduling of projected work. (2) Work Direction: Assigns tasks to be performed. Explains work requirements, methods and procedures. Instructs subordinates on new procedures or methods and provides assistance on difficult or new problems areas. Reviews work in progress or on completion. Makes adjustments as necessary to effectively and economically accomplish the work. Notes and investigates work related problems and independently implements corrective actions which can be taken without affecting work operations controlled by other supervisors. Assures that equipment and material is available when needed. Coordinates work with other flights. (3) Administration: Recommends and participates in the selection of personnel to fill vacancies. Schedules and approves leave of subordinates. Sets performance requirements and makes formal and informal performance appraisals. Determines training needs of subordinates and arranges for its accomplishment. Counsels employees on problems. Resolves informal complaints through discussions with employees and union representatives. Takes informal corrective action on conduct or performance problems. Initiates proposals for disciplinary action where needed. Works to achieve the objectives of Government-wide programs and policies, e.g., Equal Employment Opportunity and Labor Management Relations. Promotes the participation of subordinates in programs such as the Suggestion Program, Cost Reduction Program, etc. and records. Periodically reviews position descriptions of subordinates for currency and accuracy. Initiates the detailing of subordinates to positions other than their own. Initiates or participates in review and improvement of work methods, organizational features and the structuring of positions to eliminate unnecessary positions and achieve optimum content in those remaining. (4) Performs the non-supervisory work of the function as needed. (5) Implements regulatory safety requirements and ensures that subordinates wear appropriate safety equipment and follow pertinent safety precautions. (6) Prepares for and participates in various types of readiness evaluations, inspections, mobilization and command support exercises. May be required to perform such additional duties as structural fire fighting, aircraft fire/crash/rescue duty, security guard, snow removal, munitions loading and handling, heavy equipment operation maintenance of facilities and equipment or to serve as a team member to cope with natural disasters or civil emergencies. Qualifications: Areas of Consideration: Area 1 - Current permanent and indefinite T32 technicians of the Oregon ANG. Area 2 - Current permanent and indefinite T5 employees of the Oregon ANG. Area 3 - Current service members in the Oregon ANG. Area 4 - Individuals in the active duty US Air Force, Air Force Reserve, or Air National Guard. Area 5 - US Citizens eligible to meet the military requirements for membership in the Oregon ANG. GENERAL and SPECIALIZED EXPERIENCE QUALIFICATION REQUIREMENTS: Work involves receiving, storing, and assembling for issue, shipment, and distribution, a wide variety of bin and bulk supplies, materials, equipment, or commodities using mechanized, automated, and manual material moving equipment, devices, and systems. Most work requires the incidental or regular use of for lifts and motor vehicles. Experience or training which demonstrates the ability to compare item identification against receiving reports and issue request forms; skill in using hand trucks, dollies, and other equipment to move stock; ability to use hammers, pliers, and other hand tools; and to follow oral and written instructions. Must have 36 months experience performing inventory and inspections to determine serviceability of stocked items. Experience in interpreting and applying written instructions, reference materials, publications, and manuals. Experience in setting up and rotating storage locations considering factors such as life expectancy, available space, product turnover, etc. In addition to the journeyman level knowledge, experience demonstrating the ability to plan, direct, and organize work assignments of lower grade personnel. Experience which required the review of work requirements and establishing priorities to meet deadlines. Experience that provided knowledge of various lines of work performed by this function. Experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes. Experience in adapting existing equipment and techniques to new situations.
