Boeing Defense, Space and Security (BDS) is hiring for an Manufacturing Operations Analyst – Team Lead (Level 4) located at our NASA Michoud Assembly Facility in New Orleans, LA.

Team Lead for cross-site Training Department that designs, delivers, and sustains technical, safety, and mission-critical training for production and support workforces at two geographically separated sites. This role combines operational leadership, curriculum development, regulatory compliance, instructor oversight, stakeholder engagement with NASA partners, and continuous performance improvement to ensure certified, competent personnel ready to support safe and reliable launch production.

Position Responsibilities:

  • Leads complex group work sessions selecting and using advanced Lean principles, processes and tools to implement the Boeing Production System for internal or external customers.
  • Conducts assessments of processes and practices for comparison to applicable standards and criteria. Analyzes and interprets data.
  • Provides feedback on assessment results and identifies opportunities for improvement and potential areas of risk.
  • Works with organizations to develop strategies, plans and metrics to achieve business objectives.
  • Works at the appropriate level in the organization to implement strategies and plans.

Additional Key Responsibilities:

Training Leadership & Daily Operational Oversight

  • Manage day-to-day operations of the Training Department across MAF and KSC, ensuring consistent policies, delivery standards, and instructor availability across both sites. 
  • Define project scope, deliverables, timelines, budgets, and resource requirements for new and recurring training initiatives; obtain and manage approvals.
  • Develop and maintain training schedules, coordinate instructor assignments, and ensure facility and equipment readiness for hands-on training. 
  • Build and maintain processes for cross-site coordination (e.g., sharing instructors, materials, remote delivery capability) to maximize efficiency and continuity of training delivery. 
  • Serve as the primary liaison between Boeing Production Support Training, NASA training representatives, and partner organizations, facilitating communication, alignment of objectives, and resolution of issues.
  • Boeing’s training administrator of NASA’s Learning Management System for Administration, Training and Education Resources for NASA (SATERN).
  • Responsible for NASA Environmental Health and Safety (EHS), Powered Industrial Trucks (PIT), and Personnel Platform (PP) training compliance.
  • Highly organized, able to work well under pressure, multi-task, and deliver multiple priorities. ---Analytical makes quick and well-thought-out decisions based upon assessing a few key facts. Excellent communication skills; oral and written.

Curriculum & Program Management

  • Lead development, validation, and continuous improvement of curriculum, lesson plans, job aids, competency checklists, assessments, and system learning content for technical disciplines (structures, thermal protection systems, safety, confined space, etc.). 
  • Ensure training programs are mapped to business-specific learning objectives and job performance criteria; customize content and delivery methods (classroom, virtual, blended, simulator, on-the-job coaching) to operational needs. 
  • Act as a subject-matter instructor for specialized courses, delivering instruction, evaluating learner performance, and certifying trainees where appropriate. 
  • Implement instructional design best practices and development tools (e.g., ADDIE, competency-based training, simulation, eLearning authoring) and measure implementation effectiveness through feedback, audits, and data analysis. 

NASA Safety, EHS, Medical Certification & Compliance

  • Manage and maintain all medical and certification requirements for Boeing and NASA systems, ensuring personnel meet medical clearance and occupational health standards for SCAPE, Confined Space, respirator use, and other safety-critical tasks. 
  • Coordinate with Boeing Occupational Health Flight (OHF), NASA EHS, medical providers, and third-party vendors to validate medical documentation, maintain active records, and confirm training eligibility. 
  • Track expirations, renewals, and recertification timelines; proactively notify employees and leadership and schedule training to avoid lapses in certification. 
  • Maintain secure, auditable documentation in approved Boeing and NASA systems; ensure record accuracy and readiness for internal and external audits. 
  • Lead alignment of Boeing training programs with NASA Safety and Mission Assurance (SMA) objectives including developing course content, verifying instructor qualifications, and demonstrating compliance to NASA representatives.

Performance & Process Improvement

  • Monitor training outcomes and operational performance indicators to identify root causes of performance gaps; lead cross-functional root-cause analyses and develop corrective actions and training-centric improvements. 
  • Apply Human Factors principles to design feedback loops (surveys, focus groups, after-action reviews, task analyses) to capture technician input and drive ergonomic, procedural, and training changes that raise quality and safety. 
  • Analyze training metrics (completion rates, pass/fail rates, time-to-competency, error rates in the field) and present findings and recommendations to leadership. 
  • Lead or support pilot projects to refine delivery approaches, assessments, tools, and curricula in response to evolving production requirements.

Stakeholder Engagement & Communication

  • Provide regular briefings and written reports to senior leadership on training capacity, risk areas, readiness metrics, budget status, and progress toward program milestones. 
  • Collaborate with multi-disciplinary teams (engineering, operations, quality, procurement, suppliers) to ensure workforce certification readiness for launch-critical operations and sustainment. 
  • Represent the Training Department in Tier-2 meetings, site reviews, supplier management engagements, and leadership forums. 
  • Maintain comprehensive knowledge of contractual and legal processes affecting training scope, deliverables, and compliance; support contract review, interpretation, and documentation management as necessary.

  • Project scope definition and resource planning: ability to define project scope, recommend deliverables, budgets, and resource allocations. 
  • Curriculum leadership: demonstrated experience overseeing curriculum development, content review, instructional material production, testing systems, and LMS administration. 
  • Instructional expertise: proven capability to perform as a lead instructor in specialized technical and safety subject areas. 
  • Regulatory knowledge: working knowledge of OSHA, NASA EHS, and Boeing EHS and occupational health standards, with the ability to ensure programs meet regulatory and contractual requirements. 
  • Human Factors & performance improvement: expertise in human factors, safety culture, and performance improvement practices; proven track record of converting feedback into measurable improvements. 
  • Communication & stakeholder management: excellent verbal and written communication skills; ability to engage with executive leadership, NASA partners, and cross-functional teams. 
  • Multi-site coordination: demonstrated ability to manage multiple concurrent training projects across geographically separated sites while maintaining alignment and consistency. 
  • Analytical skills: ability to analyze training metrics, perform root-cause analysis, and make data-driven recommendations.

Basic Qualifications (Required Skills/Experience):

  • 10+ years of progressive experience in training development, delivery, and program management in a technical or industrial environment; experience supporting aerospace, defense, or similar high-compliance industries preferred. 
  • Prior experience working with NASA programs or other government agencies and familiarity with related safety and mission assurance processes strongly desired. 
  • Demonstrated experience as an instructor and developer of certification programs and competency assessments.
  • Familiar with the instructional system design models
  • Space Flight Assembly awareness training requirements, FOD, Tethering, Hardware handling, contamination control, and tool control.
  • Work experience on NASA owned manufacturing facilities
  • Direct experience with the NASA Learning Management System
  • Intermediate level proficient in Microsoft Office software with strong emphasis on PowerPoint skills.

Preferred Qualifications (Desired Skills/Experience):

  • Bachelor’s degree in Education, Human Resources, Engineering, Occupational Safety, or related field preferred. Advanced degree a plus. 
  • Experience converting Boeing, NASA, and Government process specifications to training materials for shop floor and quality personnel.
  • Space Flight Assembly awareness training requirements, FOD, Tethering, Hardware handling, contamination control, and tool control.
  • Work experience on NASA owned manufacturing facilities
  • Direct experience with the NASA Learning Management System

Additional Information:

This is a NASA safety-sensitive position and is subject to random drug and alcohol testing. This position requires the ability to obtain a clearance for access to a National Aeronautics and Space Administration (NASA) facility.

Travel:

Position may require travel up to 50% of the time. Role with require regular presence at both the Michoud facility as well as Kennedy Space Center. May require irregular hours to support launch cadence, urgent recertifications, or after-action reviews.

Shift:

This position is typically 1st shift with potential for irregular hour support for important business-specific activities.
