Manager, Village Operational Planning:

The Village Operational Planning Manager will play a pivotal role in the planning, coordination, and operational readiness of the Olympic and Paralympic Villages for the Los Angeles 2028 Games. Reporting to the Director of Village Planning & Coordination, this role supports the development and execution of operational plans across all Village units. 

This position belongs to the Village Operational Planning & Coordination area, which is responsible for Operational Planning, Communication, Transition to Paralympic Games, Readiness, Knowledge Management, Training, and Handover. As such, the Manager will provide strong support across these domains, especially during the early stages of team development, when specialized roles are still being defined. 

The role requires strong cross-functional collaboration, adaptability to a dynamic environment, and operational leadership to help deliver a world-class, athlete-centered experience. 

 

Key Responsibilities:

  • Maintain and optimize trackers (especially Smartsheet and Microsoft tools) to monitor key milestones, deliverables, and dependencies across Village planning workstreams.  
  • Lead project tracking efforts, ensuring timely progress and identifying risks, issues, and decisions requiring escalation.  
  • Support the development of operational plans, timelines, and documentation for all Village units.  
  • Provide regular reports and updates on the status of milestones and deliverables within the Village department.  
  • Manage internal and external communications, including updates, presentations, and reports to communicate progress and issues.  
  • Support the development of budgets, procurement processes, and project plans  
  • Contribute to the planning and execution of Games Readiness activities, including simulations, table-top exercises, and operational testing.  
  • Assist in the development and implementation of Knowledge Management tools and processes, ensuring documentation and learnings are captured and shared across the team.  
  • Support the Transition to Paralympic Games, ensuring continuity of services and operational adjustments between Olympic and Paralympic phases.  
  • Strongly collaborate on Training initiatives for Village staff and volunteers, helping to prepare teams for Games-time operations and training material.  
  • Contribute to Handover planning, ensuring that all documentation, processes, and responsibilities are transferred appropriately to future stakeholders.  
  • Support cross-functional projects involving Village units as necessary. 
  • Support the policies, procedures, and operational plan development, providing guidelines to internal teams and other departments on Village matters.  
  • Support planning for athlete-centric services ensuring consistency in service planning for NOCs/NPCs and athletes.  
  • Manage relationships and integration with external delivery partners.  
  • Point of contact for Games Planning & Coordination regarding Village-related planning and delivery.  
  • Facilitate cross-functional collaboration, especially with the Games Planning & Coordination team.  
  • Support coordination with National Governing Bodies (NGBs) and Village Venue Owners.  
  • Assist in the review and routing of Village Use Agreements (VUAs) and related documentation.  
  • Organize site visits, readiness exercises, and stakeholder walkthrough
  • Internal and external meetings, including scheduling, agenda preparation, note-taking, and follow-up on action items.

 

Background & Requirements:

  • 5+ years’ experience in project and program management. 
  • Experience working cross-functionally on project delivery 
  • Extremely detail-oriented with excellent organizational skills   
  • Well-developed problem-solving skills and ability to work independently to resolve issues   
  • Fluent working with Microsoft Office products, including Smart Sheets   
  • Self-starter with experience in defining tasks, seeking feedback, and evolving work  
  • Required proven ability to build good interpersonal relationships with people across the organization.   
  • Ability to implement and manage change effectively   
  • Demonstrated commitment to co-creation and collaborative decision-making 
  • Familiarity with Olympic/Paralympic operations or large-scale event planning is a plus. 
  • High level of flexibility and adaptability.
