Hourly Pay Range (Minimum - Midpoint - Maximum):

$74.770 - $96.480 - $118.190


 

The stated pay scale reflects the range that Sharp reasonably expects to pay for this position.  The actual pay rate and pay grade for this position will be dependent on a variety of factors, including an applicant’s years of experience, unique skills and abilities, education, alignment with similar internal candidates, marketplace factors, other requirements for the position, and employer business practices. 


 


What You Will Do
This position manages and mentors technical IT developers and analysts that support the various web applications and systems architectures. Responsibilities include leadership, prioritization, resource utilization, timeline development and task completion. Provide staff feedback and performance evaluations. Establish and manage performance standards for development, documentation and support. Communicate with client and management staff to develop technical support which meets customer's needs. Create, promote and ensure a customer service orientation for the team. Communicate with vendors and other Information System departments. Integrate with Sharp-wide business needs, quality, and process improvement efforts. Partner with management to identify cost, resource allocation and impact of changes. Promote teamwork between IS departments. Assure adherence to SHC and department safety regulations and guidelines. Responsible for the day-to-day direction and management of the technical team responsible for development and maintenance of web applications. Creates and implements technical development programs for staff to further improve architecture and system stability of supported systems. Evaluates existing web development approach and makes recommendations and plans for enhancing performance and end-user experience of related systems and tools. Keeps abreast of technology and opportunities to enhance the web application tools available to the Sharp enterprise. Develops a technical roadmap for the implementation of new tools and technologies. Mentors employees by providing on-going constructive feedback in order to motivate employees to grow in technical depth and scope. Demonstrates ability to independently perform other departmental tasks not specific to technical support. Participates in department quality improvement processes and offers suggestions to improve customer satisfaction, department service levels and productivity. Performs problem identification and resolution for system and application software components. Provides leadership for implementation of system upgrades. Assumes leadership role for all disaster recovery activities for the supported applications and technologies. Establishes process for monitoring and reporting on progress against department priorities

Required Qualifications
  • Bachelor's Degree Computer Science, Information Systems, Business or related field (Relevant management and/or IT experience in excess of five (5) years may be substituted)
  • 7 Years experience in development and support of web applications
  • 3 Years hands on technical development experience

Preferred Qualifications
  • 3 Years supervisory or management experience responsible for analysts and developers supporting enterprise wide applications

    Develops and communicates technical guidelines, policies and procedures for quality service and standardization.
    Demonstrates cooperation and teamwork by facilitating regular department meetings with staff. Promotes cooperation and communication both verbally and in writing to staff.
    Fosters the professional growth of staff reporting to the Manager.
    Exercises leadership role with staff and clients to promote customer satisfaction and staff development.
    Provides direction to staff regarding work performance and business operations.
    Manages client expectations and priorities through effective communication and interaction.
    Resolves conflicts with client expectations and department issues.
    Manages interactions with clients to ensure understanding, agreement and attainment of project goals. Communicates completion dates and delays proactively.
  • Technology Standards and Implementation
    Promotes innovation in technologies, processes and tools for cutting-edge software development.
    Establishes technology approaches in support of the organizations digital strategy
    Promotes advancement and innovation of technology offering solutions that consistently and continuously provide a best in class software experiences for consumers, patients and Sharp HealthCare employees.
    Promotes technology knowledge and advancement through researching and assessing industry trends in software development and web applications. Establishes subject matter expertise and delivers recommendations and guidance to customers and team related to industry changes, trends, advancements, and evolution.
    Provides guidance to development staff in design and code reviews. Ensure peer reviews follow department standards
    Ensure best practice change management and version control processes are in place to manage software releases, application patching and changes to production configurations.
    Lead team in implementation and ongoing improvements of DevOps practices and processes that foster automation and collaboration with a goal to build, test and release software and products faster and reliably.
    Identifies under-performing projects, under-utilized or over-performing resources and works with the Director to determine solutions. Implements solutions, monitors for success.
  • Financial and Vendor Management
    Maintain and track expenses within approved levels while maintaining service quality, unless variances are authorized
    Participate in IT contract reviews for consistency, appropriate payment milestones and to minimize Sharp risk
    Develop cost benefit and ROI analyses for new technologies. Develop recommendations and supporting rationale
    Assists in the development of the annual budget for IS costs and capital requirements
    Supports Director in planning and coordinating IS financial management issues
    Responsible for ensuring department operating expenses are below budget

Knowledge, Skills, and Abilities
  • Ability to effectively manage a technical staff of Information Systems professionals responsible for the design, development, and maintenance of web applications. Ability to work effectively with all levels of management, staff, consultants, vendors and customers; to communicate clearly, concisely and accurately, verbally and in writing; to exercise good leadership skills; achieve organizational results and support Information Systems department goals.
  • Knowledge of information systems principles and practices. Ability to interpret technical and functional requirements into applications design. Responds to requests for service within guidelines and timeframes established to meet organizational objectives. Ability to communicate technical and business requirements to programmers and nontechnical users/clients. Ability to apply this knowledge of information technologies as it relates to healthcare environments.
  • Knowledge of legal, ethical, managerial and organizational principles and standards for healthcare systems in California is desirable. Strong people and project management skills. Strong supervisory, leadership, teamwork, and forward thinking skills.
