Northrop Grumman Defense Systems is currently seeking a Manager 3 – System Engineering to join our Propulsion Systems & Controls Business Unit Engineering group at the Elkton, MD location.

The Northrop Grumman Propulsion Systems and Controls (PS&C) Business Unit designs and develops solid rocket motor and liquid-fueled air-breathing propulsion solutions for various military applications, including hypersonic missions.  PS&C is comprised of approximately 800 personnel across our three campus locations in Elkton, Maryland (headquarters), Palm Beach Gardens, Florida, and Ronkonkoma, New York. 

Elkton, Maryland is located in the Northeast, conveniently located within 1 hour of Baltimore, Maryland and Philadelphia, Pennsylvania.  There are many land-based and water-based attractions in close proximity.

Job Description

As the leader of the System Engineering group, consisting of approximately 40 engineers and 3 managers, you will be responsible for setting strategies for development and implementation of new capabilities and tools, ensuring compliance with internal and Government requirements, and training and development of our personnel.  As currently defined, this organization consists of the following three groups: Architecture, Requirements & Specialty Engineering; Configuration Management; and CAD Modeling & Drafting. 

Job Responsibilities

  • Managing execution of all System Engineering activities, with focus on technical excellence while meeting schedule and cost objectives. 
  • Development of a strategic plan to improve System Engineering capabilities, processes and tools.
  • Ensuring that we are appropriately staffed with the right talent and skill levels across the technical staff to support the programs and department budgets.
  • Mentoring and motivating to ensure a high performing team.  This includes use of development plans, stretch assignments, 1:1 meetings and feedback, training, recognition, promotion/equity and other methods to develop and reward our engineering talent.
  • Setting and promoting high standards for quality and safety through peer reviews, process control, and performance feedback.  Ensure compliance with all command media processes and standards in our technical solutions.
  • Taking a leadership role in solving significant technical issues.  Working with our teams to develop plans, ensure appropriate technical resources are applied, resolve the issue, and advise senior management on progress.
  • Supporting program technical reviews, proposal reviews, or other technical meetings.
  • Maintaining state-of-the-art knowledge with respect to System Engineering methods through internal networking, education, customer interactions, and technical conferences.
  • Representing and communicating Northrop Grumman technical capabilities and technologies to build relationships with internal and external customers.

Success in this role will require sound scientific/technical judgment, innovative thinking and excellent interpersonal/management skills in order to plan, motivate and accomplish goals through your staff.

Basic Qualifications:

  • Bachelor’s degree in Engineering, or related field, and 14 Years of experience or 12 years of experience with an applicable Master’s degree
  • Ability to obtain a DoD Secret Clearance which requires US Citizenship as a prerequisite
  • Strong technical background in one or more of the following disciplines: System Engineering methodology and practice, configuration management, and CAD modeling
  • Must be a self-starter and possess the skills necessary to lead and motivate others, achieving results in a timely manner
  • 5+ years of project team or people leadership experience
  • Excellent oral, presentation, and written communication skills to all levels of an organization
  • Ability to travel (5-10%) to meet with off-site managers, current/potential customers, suppliers, and company leadership

Preferred Qualifications:

  • Advanced degree in Engineering, preferably within the System Engineering discipline
  • Active Secret or Top Secret Clearance
  • Experience in capturing new business through cross-functional collaboration
  • Demonstrated effectiveness in managing internal customer relationships, prioritization, and delegation
  • Ability to balance people management, technical/process management, and strategic/new business aspects of this position


This position falls under a Federal Explosives License issued by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) for this location.  Candidates hired into this role will be required to complete and submit an Employee Possessor Questionnaire to ATF for approval to be a possessor.

Primary Level Salary Range: $184,300.00 - $276,500.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
