The Mission Systems Engineering & Sciences (E&S) Baltimore and Partnered Sites (BaPS) organization is looking for you to join our team as a Systems Engineering Manager 1, supporting programs and personnel in our Land & Maritime Sensors (LMS) portfolio in the Multidomain Sensing, Targeting and Survivability (MSTS) Division. This position is an on-site position and will be at our Baltimore, MD location.
The Systems Engineering Manager 1 will be expected to perform productive (direct charge) work on programs in addition to functional management duties. It is anticipated that given the size of this organization, the split between functional and program duties will be approximately 10%/90%, respectively, on average.
Functional Roles and Responsibilities:
Lead and mentor direct reports based on goals, objectives, and company policies.
Ensure adherence to standard systems engineering processes.
Provide staffing to programs with systems engineering competencies.
Manage workload forecasting, hire/develop new systems engineering talent.
Prepare, manage, and conduct performance reviews.
Support proposal activities (lead, technical/management volume development, Basis of Estimate (BOE) development/defense).
Program Roles and Responsibilities:
Support a technical program as a System Engineering IPT Lead, System I&T Lead, System Architect, System I&T Technical Lead, or other technical program role
May support the Control Account Management (CAM) of a technical project. Includes team management, Cost & Schedule planning, Earned Value Management, workload forecast planning, task prioritization, risk management, and generation of business reports.
May support writing specifications (e.g. RFIs/RFQs/RFPs), ICDs, systems engineering work scope, design reviews (e.g. SRR, SDR, PDR, CDR, TRR TIMs, etc.) and capture/proposal activities.
Manage, develop, oversee System Integration and Test plans and execution
Develop systems engineering documentation (SE plans, models, and other CDRL deliverables), including program test procedures and documents
Develop and maintain relationships with internal and external customers, homerooms, and sectors.
Ensure training to staff on Systems Engineering Tools (MATLAB, C/C++, Java, Python, DOORS, Rhapsody, Cameo, etc.) required to support their programs.
This position is contingent upon the successful transfer of an active DoD Secret Clearance.
Basic Qualifications
Bachelor’s degree with 5 years of experience, a Master’s degree with 3 years of experience or a PhD with 1 year of experience, in Science, Technology, Engineering or Mathematics or related technical fields.
Active DoD Secret Clearance
Minimum 3 years experience in systems development, integration, and/or test
Minimum 2 years experience leading technical and/or functional teams
Minimum 1 year experience in a Control Account Manager (CAM) role
Experience supporting and resolving complex technical problems
Strong understanding of the Systems Engineering V-Model and hands on experience executing the systems engineering work flow
Demonstrated previous Systems Engineering leadership experience
Demonstrated great communication skills
Ability to work onsite full-time in Baltimore, MD

Multi-disciplinary engineering experience and exposure (Software/Digital, Hardware, Electrical, Systems) and strong ability to communicate cross functionally.
Knowledge and experience with Land & Maritime Sensors (LMS) programs
Knowledge and experience with ground radars and AESA radar development, design, test
Master’s degree in STEM or technical leadership
Experience with technical risk and opportunity management
Experience in one or more of the following sub-discipline: System I&T, Mode Development, IPT Leadership/CAM, System Architecture, Modeling Simulation & Analysis
