Job Summary

The Manager, Systems and Compliance is responsible for developing, implementing, and maintaining effective administrative and security processes, programs, and frameworks that enhance the operational effectiveness of the Campus Security department. This role ensures alignment and accountability in processes across all Campus Security streams.  The role is responsible for utilizing industry best practices, data trends, and stakeholder input to design new processes and programs to align Campus Security to the SRS strategic direction and ensure a cohesive and positive customer experience.

The Manager oversees the creation and execution of audit and compliance programs, ensuring continuous improvement and accountability within departmental operations. Additionally, the role includes oversight of the Communication Operations Centre, with a focus on ensuring effective intake, triage, response and communication protocols, providing service to both internal partners and direct to the broader community.

This position plays a key role in fostering a culture of both accountability and innovation within the campus security team, collaborating with internal and external stakeholders to design scalable and sustainable solutions that strengthen the department’s overall effectiveness, improve service delivery and customer experience.


Organizational Status
The Manager, Systems and Compliance reports to the Senior Manager, Systems and Infrastructure and has oversight of Communications Operations Team and Departmental Clerk. This position works closely with Campus Security leadership, internal partners, external consultants and contractors involved in various initiatives.

Work Performed

Leadership and Team Development

  • Provide strategic guidance and mentorship to cross-departmental teams involved in program and process development.
  • Oversee contract negotiations and relationships with consultants and vendors, ensuring alignment with strategic goals and accountability for deliverables.
  • Serve as the primary point of contact for external stakeholders, fostering collaboration and alignment with organizational goals.
  • Promote a culture of innovation and continuous improvement across the department.
  • Lead change management efforts to support the adoption of new processes and systems.
  • Oversee and mentor staff to foster a culture of accountability, collaboration, and continuous improvement.

Innovation and Process Optimization

  • Research and analyze trends to inform strategic plans and ensure alignment with industry best practices.
  • Develop long-term strategies for program innovation, partnership growth, and equitable service.
  • Design and drives new innovative programs and initiatives that address emerging needs, opportunities, improving service delivery.
  • Design and implement administrative and security systems, frameworks, workflows, processes, and programs to enhance operational efficiency and effectiveness.
  • Establish and monitor key performance indicators (KPIs) to assess new program effectiveness.
  • Prepare strategic reports, presentations, and updates for senior leadership and stakeholders.
  • Support financial planning, resource allocation, and budget management for strategic initiatives.
  • Align process and workflow improvements with broader organizational goals and service delivery standards.

Operations and Compliance

  • Develop strategies and frameworks for intake processes, risk triage, compliance, and system improvements.
  • Oversee the day-to-day operations of critical systems and processes, including audit and compliance programs.
  • Ensure compliance program delivery is aligned to Campus Security and Community needs.
  • Develops frameworks and controls to ensure departmental compliance to UBC policies, legislations (e.g., FIPPA), regulations, and industry standards.
  • Oversee infrastructure and communication systems to maintain reliability and responsiveness.
  • Oversees all service delivery and required equipment, including the systems and technology design of Communications Operations Centre services,
  • Establishes an endorsed business continuity plan for the department and leads the recovery efforts for critical services, supporting campus security and the broader organization.
  • Manage centralized functions of departmental administrative and security systems and processes to ensure efficiency and compliance.
  • Collaborate with internal stakeholders to address system and compliance needs, ensuring alignment with organizational goals and fostering effective communication.
  • Act as liaison working closely with external stakeholders ensure departmental compliance, address inquiries, and cross-department initiatives.


Consequence of Error/Judgement
The Manager, Systems and Compliance requires a high degree of independence, judgement, initiative, and collaboration. The incumbent is expected to use sound judgement to respond to frequently changing conditions and priorities, and to prioritize their work and assignments to their team accordingly. This position must incorporate knowledge of the University and Campus Security department policies and procedures, as well as industry-specific regulatory requirements. Work must often meet tight deadlines and requires the incumbent to perform well under pressure. Inappropriate judgement or premature disclosure of confidential, sensitive, or incorrect information could have a detrimental effect on Campus Security operations. Poor execution of duties can lead to decreased productivity of operations, service failure, and the potential of impacting the culture, customer-experience, environment, and morale of staff within the unit.

Supervision Received
The Manager, Systems and Compliance works independently with considerable autonomy, under the strategic guidance of the Senior Manager, Systems and Infrastructure. Consults with other Managers and Senior Managers within the Campus Security department for coordination and prioritization.

Supervision Given
The Manager, Systems and Compliance provides direct supervision to Communications Operations Team and Departmental Clerk. This position also oversees and manages external consultants and contractors, ensuring alignment with project goals, timelines, and departmental standards.

Minimum Qualifications
Undergraduate degree in a related field. Minimum of five years of related job experience including at least one year in area of specialization or the equivalent combination of education and experience.

Preferred Qualifications

- Demonstrated working knowledge of security systems and technologies, including access control, video surveillance, communication systems, and incident management software, as well as their integration into operational workflows and strategic frameworks.

- Proven ability to coach, mentor and develop reporting staff members.

- Proven ability to conduct needs analyses, plan, organize, manage, monitor, complete and evaluate projects within allocated time and resources for projects involving multiple stakeholders.
