Northrop Grumman is seeking a Manager 2 – Supply Chain Compliance to lead the stewardship of the company’s Enterprise Standard Terms & Conditions and the associated contractual forms and standard agreement templates within the Global Supply Chain (GSC) organization.

This position will be virtual remote and can be performed anywhere within the continental United States. Teleworking arrangements are subject to change based on the needs of the business.

The incumbent will report directly to the Senior Manager, Enterprise GSC Compliance Process and Operations, and will work closely with the Enterprise GSC Compliance Leadership Council (CLC), the Legal and Contracts Department, and other key stakeholders across the Enterprise.

Key responsibilities will include:

* Maintaining, publishing, and updating Northrop Grumman’s Enterprise Standard Terms & Conditions, contractual forms, and standard agreement templates; reviewing all modification requests from GSC professionals, stakeholders, and the Legal and Contracts team; and ensuring alignment with current FAR/DFARS, other regulatory requirements, and internal policies and best practices. 

* Facilitating the Enterprise Terms & Conditions Working Group (ETCWG) - the group that adjudicates recommended changes to the company’s terms, conditions, and related templates - by setting agendas, driving consensus, tracking action items, and coordinating cross‑functional input. 

* Acting as the primary liaison during internal and external audits related to terms & conditions and supplier agreements and partnering with the Enterprise GSC Compliance Process team to drive continuous‑improvement initiatives that streamline compliance workflows and reduce cycle time. 

* Managing the company’s suite of Guidance Tools, including overseeing content development and strategy, keeping information current, and identification of GSC training needs using usage metrics and stakeholder feedback. 

* Leading change‑management efforts for the Enterprise Standard Terms & Conditions, related PrOP guidance, bi-annual updates, and associated resources.

* Potentially overseeing a team of GSC professionals, including performance monitoring, quarterly connections, career development, goal setting, and compensation decisions.

The successful candidate must stay current on FAR/DFARS regulations, industry best practices for terms & conditions, subcontract management, and talent‑development requirements. This role demands strong coordination and collaboration with stakeholders at all levels, including Executive Leadership and the Enterprise GSC Compliance Leadership Council (CLC).

Basic Qualifications: 

  • Bachelor’s degree with a minimum of 8 years of experience OR Master’s degree with a minimum of 6 years of experience.

  • In-depth understanding of Supply Chain Procurement / Subcontract process.

  • Experience working with a company’s supply chain terms and conditions and/or standard agreement templates.

  • Thorough understanding and demonstrated experience in terms and conditions negotiations.

  • Experience leading cross-functional teams and/or working groups.

  • Understanding of U.S. Government and Commercial subcontracting.

  • Experience in SharePoint, Microsoft Word tools.

Preferred Qualifications: 

  • Strongly preferred: J.D. (law) degree with a minimum of 6 years of experience.

  • Demonstrated excellence in people leadership skills.

  • Excellent problem solving, critical thinking, writing and organizational skills.

  • Experience working with Northrop Grumman’s standard Enterprise Terms and Conditions and related GSC Principles and Operating Practices (PrOP) and agreement templates.

  • Experience in developing tools, managing webpages, artificial intelligence, and/or digital transformation.

  • In-depth working knowledge of FAR/DFARS and general contract law principles.

Primary Level Salary Range: $121,000.00 - $181,600.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
