As a leader within our Global Supply Chain Management team, this position plays a critical role in managing a team of subcontracts professionals that are responsible for establishing, maintaining, and monitoring supplier agreements of various levels of risk and complexity. This person will manage the team by supporting the selection, development, and management of strategic and preferred suppliers to meet program cost and performance goals supporting the Launch and Exploration Division. This is a diverse position with responsibilities in managing a subcontracts team, both domestic and international supplier management, contract structure, financial performance, and compliance.

Job Duties:
Team Management: Manage team assignments/workloads, manage staffing levels, performance reviews and lead continuous improvement efforts. Manages a team of Subcontracts Administrators.
Supplier Management: Strategic sourcing, establish supplier long-term agreements, support contract change management and performance management and sole source/critical supplier management. Support the development of Subcontract specifications, SOWs, Terms and Conditions and track Subcontractor performance metrics. Develop and maintain key strategic suppliers. Develop and maintain Category Strategies.
Contract Structure & Business Terms: Negotiate pricing using cost/price and best value analysis, negotiate to ensure terms and conditions address provisions and risks of financial terms, acceptance criteria, delivery requirements, warranty, intellectual property, termination provisions, indemnification, and all other potential risk areas, ensure terms and conditions have been properly flowed down from customer contracts to supplier contracts, establish and maintain formal agreements (Purchase Orders) with suppliers, incorporate customer or internal changes into the contract or Purchase Orders and manage customer requirements and schedules.
Financial Performance: Track cost savings and cost avoidance, support the Subcontract Administrators with establishing billing and payment terms including milestones, facilitate timely payment of invoices and ensure PO awards are within program budget and support EAC reductions. Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations.
Compliance Review: Ensure that the Subcontract Administrators are applying clauses, (i.e. apply Import/Export regulations, security regulations concerning vendor visits or sharing information and government contract requirements). Ensure all Subcontracts follow NG policies and procedures. Support auditing processes.
Success in this role will require sound technical judgment, innovative thinking and excellent interpersonal/management skills to plan, motivate and accomplish goals through your staff.
Basic Qualifications:
Bachelor’s degree in Business, Finance, Supply Chain Management or related field with 8 + years of Supply Chain Procurement experience in a manufacturing environment – OR – Master’s degree and 6 + years of Supply Chain Procurement experience in a manufacturing environment

Knowledge of FAR (Federal Acquisition Regulations) and DFARS (Defense Federal Acquisition Regulations Supplement), government contracting clauses, data rights negotiations, and commercial item determination
Experience in Contracts or Subcontracts in the Aerospace and Defense industry
Experience leading a team, process and/or projects
Experience with SAP or related purchasing software, Excel, PowerPoint, MS Project.
Experience in conducting oral presentations to executive leadership.

Primary Level Salary Range: $126,600.00 - $189,800.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
