Job Summary:

We are looking for a Manager, Regulatory Compliance, to play a key role in shaping and sustaining our Regulatory Compliance Management (RCM) program. In this position, you will help drive the development, implementation, and continuous enhancement of the program, ensuring alignment with OSFI Guideline E-13 while supporting the organization’s commitment to strong regulatory standards and operational excellence."

 

What you'll be doing:

 

  • RCM Program and Policy Oversight: Oversee Central 1’s RCM Program, ensuring compliance with regulatory requirements and industry standards. Provide strategic oversight and monitoring for the development and implementation of the Corporate Policy Framework, promoting alignment with regulatory requirements and industry best practices. Offer expert guidance on the continuous monitoring and evaluation of existing policies and standards, ensuring they align with organizational needs, industry best practices, and applicable laws. Recommend updates as necessary to reflect changes in legislation and enhance overall effectiveness.  

  • Compliance Testing: Perform risk-based testing on regulatory compliance according to the testing methodology, reporting on findings and risks. Oversee effective management and communication of testing schedules, including creating annual testing plans for approval by the Director, Compliance and CMALO. 

  • Regulator Engagement: Participate in managing communications and remediation activities as identified by regulators, such as FINTRAC, BCFSA and OSFI. 

  • Regulatory Change Monitoring: Monitor, review and report on regulatory developments applicable to Central 1, communicating and collaborating with business lines to proactively address gaps. 

  • Compliance Documentation: Manage updates to the Compliance Policy and applicable Management Standards and Procedures.  

  • Collaborative Partnerships: Proactively work with stakeholders to support regulatory compliance and sound policy management, and ensure a unified approach to compliance across all functions. 

  • Reporting: Prepare and present reports on the status of compliance and policy programs, initiatives and activities to senior leadership and the board of directors, highlighting critical issues and recommended actions. 

  • Policy Monitoring and Review: Offer expert guidance on the continuous monitoring and evaluation of existing policies and standards, ensuring they align with organizational needs, industry best practices, and applicable laws. Recommend updates as necessary to reflect changes in legislation and enhance overall effectiveness. 

  • Strategic Initiatives: Collaborate with internal and external stakeholders on strategic initiatives pertaining to regulatory compliance and policy matters to ensure alignment with the organization's goals and objectives. 

  • Compliance Team Support: Contribute to key initiatives and business-as-usual work in the Compliance team, including cross-training for other duties, as required. 

  • Culture of Compliance: Foster an enterprise-wide compliance culture. 

  • Other duties as assigned by the Director, Compliance and CAMLO. 

 

What you'll have:

  • Professional Experience: Minimum of 5 years of experience in a compliance role within a regulated financial institution in Canada. 

  • Certification: Certification from the Association of Certified Anti-Money Laundering Specialists (ACAMS) or relevant professional body strongly preferred. 

  • Active Engagement: Demonstrates active involvement in professional development forums, such as participating in webinars, training sessions, and relevant industry events. 

  • Educational Background: A university degree and direct experience with a Canadian regulated financial Canada is strongly preferred. 

  • Pragmatic Solution Development: Demonstrated ability to blend analytical and creative thinking and apply practical solutions to complex problems. 

  • Sound Judgment and Decision-Making: Strong judgment and decision-making abilities, with a focus on effectively balancing competing needs across the organization. 

  • Regulatory Knowledge: Working knowledge of RCM program best practices for financial institutions (especially OSFI Guideline E-13 principles) and familiarity with governance, control frameworks, and best practice compliance standards strongly preferred. 

  • Communication Skills: Ability to connect with individuals from diverse backgrounds and perspectives, fostering meaningful relationships. Skilled at articulating the spirit and intent behind ethical standards and compliance obligations with empathy. 

  • Training and Presentation: Excellent training, and presentation skills; ability to engage effectively with stakeholders across varying skill levels. 

  • Technical Proficiency: Strong writing skills and proficiency in MS Office required. Experience with GRC systems, data analysis platforms, EDD tools, and other technologies strongly preferred. 

 

Salary range: $90,000-$105,000


The salary represents the job rate determined for the successful candidate who is fully competent in the role. The actual salary will vary depending on market conditions and relevant job-related factors such as knowledge, skills, qualifications, experience, and education/training.
