Job Description Summary

This position will manage the College’s procurement function. Duties must be accomplished in accordance with Wisconsin statues and administrative codes, Wisconsin Technical College System policies, Generally Accepted Accounting Principles, and College Administrative and District Board policies.

Job Description

Essential Functions and Responsibilities

The following duties are primarily performed and are essential for this position. Employees are expected to be able to perform each of these job duties satisfactorily to be qualified for the position. Other duties may be required and assigned.

Develop invitations for bid (IFB), requests for information (RFI) and requests for proposal (RFP):

  • Prepare bid documents and timelines
  • Hold public openings and record results
  • Evaluate bids, prepare bid summaries and purchase recommendations
  • Verify compliance with policy
  • Negotiate orders for purchase
  • Act as the final procurement authority in the awarding of purchase agreements and contracts

Contract Review:

  • Analyze contractual clauses and terms to ensure clear comprehension of rights, obligations, and potential risks
  • Negotiate, sign, and enforce supplier contracts as the College’s purchasing agent

Supplier and Contract Maintenance:

  • Proactively develop and manage key FVTC supplier relationships
  • Oversee new supplier setup
  • Maintain supplier files, as well as a master file of all active procurement contracts
  • Administer contract renewals, terminations, or close-outs as appropriate
  • Conduct supplier spend analysis, ensuring full compliance with regulations and College and WTCS policies
  • Research cooperative purchasing opportunities

Reporting:

  • Prepare all required procurement-related reporting for the Board of Trustees and in compliance with state and federal regulations and other authoritative guidelines
  • Serve as the lead for all procurement related audits and requests

Other:

  • Develop, maintain, and enforce the College’s procurement policies and procedures
  • Administer the College’s purchasing card and fuel card programs
  • Review purchase requisitions submitted by College staff for compliance with College policies and procedures
  • Perform purchase order maintenance, as well as annual purchase order roll
  • Serve as the lead functional expert related to Workday Purchasing

Minimum Qualifications

Education and/or Experience Requirements:

  • Bachelor's degree in related field
  • Five years recent, related work experience (preferably in Purchasing)
  • Three years of management experience
  • Experience working with ERP systems (preferably Workday)

Work Environment

  • Work will be completed in a hybrid environment, both in person and virtually.

Work environment may change based upon college needs.

Physical Requirements

  • Sitting: This role requires extended periods of sitting while performing tasks and utilizing computer systems.
  • Mobility: While much of the work is desk-based, occasional mobility may be necessary for attending meetings, office tours, or events within the workplace.
  • Communication: Clear verbal and written communication skills are essential for interacting with employees, suppliers, and stakeholders, both in-person and through electronic means.

Additional Information

Starting Range: $79,500 - $93,500 annually. 
Pay is based on a multitude of factors, including experience, qualifications, education, relevant certifications, internal equity, and market data.
