Northrop Grumman’s Mission System (NGMS) Sector is looking for a Manager, Programs Level 2 onsite in Baltimore, MD, to support the Advanced Systems Operating Unit within the Airborne Multifunction Sensors Division. This role presents an exciting opportunity to lead key development programs and strategic investments within a classified portfolio.
What You’ll Get To Do:
Program Managers are responsible for managing all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout). The individual will lead a cross-functional organization aligned to common program performance goals.
Primary responsibilities are the management of cost, schedule, and technical performance of company programs or subsystems and include, but are not limited to:
Prioritizing cost, schedule and technical performance in alignment with higher level strategic direction
Cultivating customer and internal stakeholder relationships and intimacy to develop further opportunities within the customer community
Developing new business opportunities through long term strategic planning, capture planning, and the development of proposals and business plans
Establishing a program organization that effectively addresses program requirements and incorporates the necessary internal and external sub-organizations
Leading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectives
Measuring and reporting program performance through qualitative and quantitative methods
Delivering presentations to customers, executive management and other program stakeholders
Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions
Identification, distribution, tracking, and completion of program requirements
Delivering predictable financial performance for contract or NCTA activities through the establishment and management of the program and subordinate baselines
Identifying, allocating and managing program resources, including workforce planning
Managing Government-/customer-supplied property or information (GFE, CFE, etc.)
Leading by example to ensure adherence to all internal processes, policies, and applicable industry standards
Managing the contract Statement of Work and ensuring that the program team understands and adheres to contract scope; manage scope change through control board activities
Conducting thorough risk & opportunity management practices including identification, mitigation and realization
Basic Qualifications:
Bachelor's Degree and 8 years of relevant professional experience, or Master's and 6 years' of relevant professional experience supporting U.S. Government contracts and customers and/or program management in a related industry.
Demonstrated experience serving as primary customer interface on development or production programs and project execution.
Demonstrated success serving as Project Lead, Integrated Program Team (IPT) Lead, Cost Account Manager (CAM) or Program Manager.
CAM certification or equivalent experience and experience utilizing earned value management (EVM) principles, including cost forecasting, variance analysis, and Estimate at Completion (EAC) development.
Demonstrated experience applying Risk and Opportunity Management processes, including risk identification, mitigation planning, and status reporting on project(s)/program(s).
Demonstrated experience leading multi-disciplinary teams across at least three functional organizations (e.g. engineering, supply chain, finance, etc.).
Demonstrated experience preparing and delivering written and oral briefings to customers and senior leadership, including executive level stakeholders.
U.S. Citizenship required.
Active US DoD Secret clearance required to start and the ability to obtain and maintain access to Special Access Programs (SAPs).
Preferred Qualifications:
Bachelor’s or a master’s degree in a STEM discipline (e.g. Systems, Aerospace, Mechanical, Software, Industrial Engineering or a related field).
Experience interfacing with U.S. Airforce, Navy, Marine Corps, International or Coalition customers in support of program execution.
Experience supporting program execution for defense systems involving airborne radar, electronic warfare (EW), avionics integration, or related system architectures.
Experience supporting program financial management activities, including cost tracking, forecasting, or margin performance analysis, as well as experience contributing to Estimate at Completion (EAC) development or variance analysis.
Experience coordinating program activities across multiple stakeholders or customers while balancing competing priorities.
Experience contributing to capture or proposal efforts across DoD, Commercial, and international customers, including participation in proposal strategy, technical volume input, and customer engagement.
Familiarity with DoD acquisition processes and interaction with major military program offices.
Project Management Professional (PMP) or equivalent certification.
Experience supporting program execution within operating in Special Access Program (SAP) environments.

Primary Level Salary Range: $153,800.00 - $230,800.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
