Northrop Grumman Mission Systems (NGMS) is seeking Program Manager 2. This position will be located on-site in Baltimore, MD and will support the MESA Program within the Airborne Battle Management Systems Operating Unit (OU) for the Airborne Surveillance Business Unit (BU). This position is 100% on-site.
What You’ll Get To Do:
The MESA Deputy Program Manager will lead risk management for the USAF program, lead qualification of radar processor qualification, and prepare for field support activities in addition to other responsibilities for program cost, schedule, and technical performance. The powerful, multifunction MESA sensor provides mission crews with the capabilities required to track, identify and understand airborne, maritime and ground targets simultaneously while maintaining continuous surveillance for E-7 airborne early warning and control (AEW&C) operators. MESA offers operators an unrestricted 360-degree view, providing multi-domain awareness and enabling warfighters to see farther and make accelerated, informed decisions to meet mission objectives and achieve fleet interoperability.

The M2 Program Manager is responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout). Primary responsibilities are included but not limited to:
Conduct risk, issue and opportunity management practices including identification, mitigation and realization.
Ensure program team understands and adheres to contract scope and manages change through control board activities.
Adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools.
Cultivate customer relationships and intimacy to develop future opportunities within the customer community.
Leading cross-function Integrated Program Teams (IPTs) to meet program cost, schedule and technical performance objectives.
Managing suppliers to meet program and customer objectives.
Drive common process improvements within scope of business to improve supplier and program performance.
This position will require up to 25% travel.
Basic Qualifications:
Bachelor’s Degree in a STEM discipline and 8 years’ experience supporting US Government contracts and/or customers in a project/technical lead role; OR a Master’s degree in a STEM discipline and 6 years’ relevant experience.
Minimum of 2-3 years professional and/or military experience in technical project management, program management, business management, global supply chain, and engineering through documented work history
Demonstrated experience with Earned Value Management Systems (EVMS) and schedule development tools to develop cost and schedule baselines, track cost/schedule performance, etc.
Demonstrated experience leading/managing teams for at least a year.
US citizenship is required.
Ability to obtain and maintain DoD secret security level clearance.
Preferred Qualifications:
Active DoD secret security level clearance.
Demonstrated technical experience in the field of test and qualification efforts.
Demonstrated experience interfacing with external customers.
Demonstrated experience managing suppliers and/or subcontracts.
Demonstrated experience with radar systems.
Demonstrated understanding of technical, cost and schedule impacts on a program.
Ability to apply knowledge of business and financial concepts to the benefit of program decisions and performance
Ability to travel approximately 25% of the time

Primary Level Salary Range: $153,800.00 - $230,800.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
