Drive operational risk management for Personal Financial Services (PFS) as a key member of the first line of defense. This role involves proactively assuring risk and strengthening governance across PFS business and operations. Directly support PFS business units and product owners by implementing, monitoring, and optimizing processes to enhance efficiency and control.

Functional (job responsibilities)

  • Ensure 1st line risk ownership:  To assist PFS business units and product owners take full ownership of all risks within their respective areas.
  • Quality Assurance: To verify the effectiveness of operational risk controls across all processes and units within each business area.
  • Monitoring and escalation: Collaborate closely with the PFS business units and product owners to monitor all processes in their respective areas, escalating any issues or risks to the relevant control functions and business heads/units.
  • Competency and Effectiveness: Develop and apply strong control measure skills and methodologies for sample testing, quality checks, and monitoring. Effectively identify control process gaps, escalate issues and risks promptly, and implement timely and effective mitigation strategies

The details are described in below:

  • Independently review business’s Standard Operating Procedures (SOPs) to assess operational risks and the effectiveness of current risk mitigation strategies for critical processes.
  • Collaborate closely with business heads/units to implement risk management process including risk identification, assessment, measurement, acceptance, and monitoring, to bring gross operational risk exposure within acceptable levels, aligning with the business’s risk appetite.
  • Conduct RCSA control testing for PFS Division, assess the outcomes, any identified issues including annual assessment. Review exception trends to detect underlying systemic failures, engage with the respective business heads/units to ensure the implementation of necessary corrective actions.
  • Track and report operational risk events/incidents (Loss Event Reporting) lodged in ORMIS and identify Significant Operational Incident/Non-Compliance Incident. Ensure that all operational losses and near-misses are documented, investigated, and analyzed to identify root causes and prevent recurrence. Generate regular reporting for senior management and stakeholders. Monitor the status of LER and 100% validation on action plan items including approval for closure. Ensure timely reporting of any significant risk events or incidents.
  • Conduct Spreadsheet Control annual review for PFS Division and ensure spreadsheet risk is managed adequately.
  • Oversee Business Continuity Management (BCM) for PFS Division. Ensure robust plans are in place to maintain critical operations during disruptive events, annual BCP testing including annual assessment.
  • Perform scenario analysis align with Group Risk/ EBC expectation. Develop hypothetical scenarios (an imagined situation or event that is not necessarily real but is used for the purpose of analysis, discussion, or to explore potential outcomes) to understand the potential impact of various operational risk events.
  • Conduct risk assessment on new process change initiated by business heads/units via Risk Control Assessment Template (RCAT). Recommend control enhancements. Advise on improvements to internal processes, systems, and controls to strengthen the bank's resilience to operational risks.
  • Promote a strong operational risk culture. Provide training and awareness programs to embed risk management principles within PFS Division.
  • Ensuring compliance to DOSH requirements on staff safety and health for PFS Division. Conduct workplace inspection (WIC) at HLT-L16 and monitor WIC submission by centres.
  • Review User Access Matrix (UAM) initiated by Application ID Administrator.
  • Carry ad-hoc tasks/projects assigned by Head, PFS Operational Risk / Head, PFS Compliance, Operational Risk & Sustainability.
