About the Project


The Southern Program Alliance (SPA) is part of Victoria’s Big Build, delivering the Victorian Government’s commitment to remove 75 of Melbourne’s most dangerous and congested level crossings by 2025. SPA has completed major works along the Frankston Line and undertaken packages on the Hurstbridge Line and Melbourne Underground Rail Loop. Current active packages include level crossing removals, station upgrades, and rail infrastructure improvements to enhance safety, reduce congestion, and improve travel reliability across Melbourne’s network.
 
About the Opportunity


As Manager, People and Capability, you will shape and deliver people strategies that align with SPA’s objectives. Reporting to the Alliance General Manager, you will lead a team focused on culture, inclusion, and HR operations. This role offers the opportunity to influence meaningful change and create sustainable outcomes for communities and the workforce.


Key Accountabilities

  • Lead and empower the HR team to deliver strategic outcomes 
  • Manage workforce planning and organisational design 
  • Champion diversity, equity, and inclusion initiatives 
  • Oversee employee relations and case management with fairness and respect 
  • Implement talent, reward, and recognition frameworks 
  • Develop and deliver social inclusion and social procurement strategies aligned with project and state requirements 
  • Collaborate with construction and alliance leaders to create employment, training, and development opportunities for underrepresented and disadvantaged groups


 

Required Skills and Competencies

Tertiary qualification in HR or Business (or equivalent experience) 
Strong understanding of Fair Work Act and relevant legislation 
Proven experience in HR leadership within complex projects or large organisations 
Skilled in conflict resolution and investigations 
Ability to lead teams and foster a collaborative, inclusive culture
