About the business
The Reserve Bank of Australia plays a vital role in promoting monetary and financial stability for the Australian economy. The Payments Settlements (PS) Department operates and provides payment settlement services to Australian financial system participants through the Reserve Bank Information and Transfer System (RITS) and the Fast Settlement Service (FSS) and oversees the conduct of Exchange Settlement Accounts. RITS moves around $290 billion between financial institutions each day and ultimately settles all non-cash payments in Australia.
Role Overview
We are seeking an experienced and strategically minded Manager, Payments Settlements PMO to lead the department’s portfolio planning and delivery oversight function. This role is central to ensuring strong governance, transparent reporting, financial stewardship, and structured prioritisation across Payments Settlements’ portfolio of initiatives.
This is a leadership role focused on portfolio‑level insight, governance and delivery assurance, not hands‑on project management. You will partner with senior stakeholders, program and project managers, technology leaders, Finance, and the Enterprise Portfolio Management Office (EPMO) to ensure consistent standards and high‑quality information for decision‑making.
Key Responsibilities
Lead the Payments Settlements PMO and provide delivery governance oversight across the department’s change portfolio.
Provide high quality reporting, insights and analysis that support informed decision making by departmental leaders and governance forums, maintaining a disciplined reporting rhythm aligned with EPMO standards.
Maintain an oversight view of the consolidated portfolio roadmap and lead prioritisation and sequencing discussions, ensuring clear visibility of key milestones, dependencies and delivery risks.
Coordinate enterprise‑aligned business case reviews to strengthen the quality for IC submissions.
Monitor and analyse budget variance and financial forecasts at a portfolio level, ensuring transparency and traceability.
Coach and partner with project and programme managers to uplift delivery maturity and strengthen accountability.
Embed enterprise delivery and prioritisation frameworks and corresponding toolsets within the department, streamlining local processes and driving adoption.
Lead, coach and develop a team of PMO professionals, fostering a high‑performance culture of clarity and accountability.
Build strong collaborations across Payments Settlements, Technology, Finance, other departments PMO and the EPMO to align ways of working and strengthen governance.
About You
You are a proactive and experienced PMO or delivery governance leader who thrives in complex environments where clarity, structure and insight are essential to success.
You will bring:
Extensive experience leading PMO, delivery governance or portfolio oversight functions in complex, regulated or technology‑driven environments.
Strong capability in portfolio reporting and analytics, governance and assurance, RAID and dependency management, and financial oversight.
Experience coordinating business case reviews, prioritisation processes and cross‑programme reporting rhythms.
Extensive experience facilitating and coordinating prioritisation process, reporting rhythms across different governance forums, and business case submissions to Investment Committee.
A deep understanding of agile, hybrid and traditional delivery environments.
Understanding of IT, finance, and risk management concepts.
Exceptional communication and stakeholder engagement skills, with the ability to influence senior leaders.
Proven experience in leading, coaching and developing high‑performing teams.
Financial services and/or public sector background would be advantageous, although not essential
Demonstrated ability to operate effectively in dynamic, complex and uncertain environments.
Qualifications
Tertiary qualifications in Business, Finance, Information Technology or a related discipline.
Professional certification in portfolio, program or PMO management (e.g. MoP®, P3O®).
3–5 years' experience in PMO, delivery governance or portfolio management roles.
