[What the role is]
The Manager (Partnerships & Programmes) is part of the People's Association's Central Singapore Community Development Council (CS CDC). The role exists to build a Do-Good district and help residents live a Better Life, foster vibrant communities and networks of partners within the district, and build and manage relationships while understanding the needs of the community.
The Manager will conceptualise, strategise and manage community programmes, engage stakeholders such as the Purple Parade Organising Committee, persons with disabilities and their caregivers, and lead project management for large-scale signature programmes and national-level initiatives at the District level. The role also involves managing grants such as Purple Outing and WeCare Arts Fund, covering the full grants cycle from application to compliance reporting.
The Manager will work closely with the Senior Manager and Deputy General Manager to build strong networks of external stakeholders and partners, and identify community gaps and needs to develop joint collaborations and meet programme outcomes.
The ideal candidate has at least 2 years of relevant working experience, with knowledge of the disability landscape and community in Singapore being advantageous. They should possess strong analytical and events management skills, excellent English proficiency, good interpersonal and communication skills, and the ability to work independently with minimal supervision.

Duties & Responsibilities
Conceptualise, Strategise and Manage Community Programmes
- Co-plan and review the concept, strategies and management of community programmes to ‘Aggregate Needs & Resources, Build Capabilities and Connect Communities’.
- Effective engagement and building of positive relationships with stakeholders (e.g., The Purple Parade Organising Committee, persons with disabilities and their caregivers), Social Service Agencies, Disability Organisations and partners to achieve the desired outcomes.
- Manage end-to-end project management and planning of key programmes (e.g. The Purple Parade), including event conceptualisation, logistics, stakeholder coordination, and post-event evaluation.
- Undertake Programme Development and co-curate funding programmes with partners, Social Service Agencies, etc.
- Propose strategies to market and enhance awareness of the staple Inclusion programmes under CS CDC.
- Perform proper budgeting and allocation of resources to realise optimal utilisation of resources to achieve the programme outcomes and KPIs.
- Effective engagement and building of positive relationships with stakeholders (e.g. The Purple Parade Organising Committee, persons with disabilities and their caregivers), Social Service Agencies, Disability Organisations and partners to achieve the desired outcomes.
Grant Management
- Manage and administer grants including Purple Outing and WeCare Arts Fund, covering the full grants cycle — from application and proposal evaluation, to disbursement, utilisation monitoring, and compliance reporting.
- Engage and support grant applicants and recipients, providing guidance on eligibility criteria, application processes, and grant conditions.
- Maintain accurate records of grant activities and prepare regular reports for internal and external stakeholders.
- Identify opportunities to improve grant processes and work with the Senior Manager to implement enhancements.
- Develop networks of external stakeholders/partners
- Work closely with the Senior Manager and Deputy General Manager to build strong networks of external stakeholders/partners.
- Partner key stakeholders to identify community gaps and needs, develop joint collaborations and meet programme outcomes.
- Assist volunteer recruitment, development and engagement for community programmes.
Other Duties
- To work with the Senior Manager and Deputy General Manager to achieve CS CDC wide initiatives and outcomes.
[What we are looking for]
Knowledge & Skills
- At least 2 years of relevant working experience
- Knowledge of the disability landscape and community in Singapore will be advantageous.
- Strong organisational abilities with experience in project timeline management, reporting, and record management.
- Excellent proficiency in the English language, both verbal and written, as well as proficiency in a second language (e.g., Chinese, Malay or Tamil) will be advantageous.
- Excellent interpersonal skills for engaging corporate partners, community organisations, residents, and collaborating effectively with internal and external stakeholders.
- Able to work independently with minimal supervision.
