The Manager of Training, Standards & Compliance provides strategic leadership in the development, delivery, and oversight of Public Safety training and regulatory compliance programs across the BMC Health System. Reporting to the Captain/Director of Public Safety, the Manager ensures departmental readiness, professional competency, and adherence to internal and external standards, including those set by The Joint Commission, Massachusetts State Police, Boston Police, and the Peace Officer Standards and Training (POST) Commission. This role leads system wide training initiatives—including workplace violence prevention—supports recruitment and performance management, contributes to policy development, and oversees the Public Safety Systems Integration Team to ensure that security technologies and operational practices align with best-practice standards and organizational needs.

POSITION SUMMARY:

The Manager of Training, Standards & Compliance ensures that Public Safety personnel are properly trained, consistently uphold the highest standards of performance, and remain compliant with all departmental, hospital, and regulatory requirements.

Reporting to the Captain/Director of Public Safety, the Manager designs, implements, and evaluates training programs across the BMC Health System, overseeing compliance with The Joint Commission, Massachusetts State Police, Boston Police, POST, and BMC’s standards of professional conduct. The Manager assists in the recruitment, onboarding, and professional development of Public Safety personnel; supports internal investigations when performance concerns arise; and drives continuous improvement in operational practices.

This role leads the development, review, and revision of departmental policies, procedures, and training standards, ensuring alignment with current best practices in healthcare security and policing. The Manager holds primary responsibility for system wide workplace violence prevention and response training, ensuring regulatory alignment and reinforcing BMC’s commitment to a safe, secure care environment.

Additionally, the Manager provides leadership to the Public Safety Systems Integration Team, overseeing the planning, maintenance, and optimization of security technology across the organization to ensure systems are reliable, responsive, and supportive of BMC’s mission.

Key responsibilities also include developing and delivering both didactic and hands-on training for Public Safety staff, assessing training needs and competency requirements, and coordinating with the Office of Emergency Preparedness to support drills, exercises, and external responder engagement. The Manager investigates allegations of employee misconduct, reviews use-of-force incidents for policy compliance, and provides recommendations for corrective action, remedial training, or recognition as appropriate.

ESSENTIAL RESPONSIBILITIES / DUTIES:

  • Training Program Leadership: Develop, coordinate, and deliver comprehensive classroom and hands-on training programs for Public Safety personnel, ensuring alignment with departmental policies and regulatory standards.
  • Program Oversight & Compliance: Manage all core Public Safety training initiatives, including de-escalation, defensive tactics, Special Police certification, the FTO program, and annual regulatory requirements; maintain accurate documentation for audits and accreditation.
  • Workplace Violence & Organizational Preparedness: Lead systemwide workplace violence prevention and emergency preparedness training in collaboration with clinical and non-clinical leaders.
  • Performance & Quality Assurance: Support investigations into use-of-force events and performance concerns; apply lessons learned to inform updated training, procedures, and quality improvement efforts.
  • Technology & Systems Oversight: Provide leadership to the Public Safety Systems Integration Team, ensuring the effective operation, maintenance, and strategic advancement of security technologies across the BMC Health System.
  • Other duties as assigned by the Director of Public Safety or designee.

JOB REQUIREMENTS

EDUCATION:

  • Bachelor’s degree in Criminal Justice or a related field preferred.

CERTIFICATES, LICENSES, REGISTRATIONS REQUIRED:

  • Certification as a trainer in designated healthcare safety programs or willingness to obtain.
  • Valid motor vehicle driver’s license.
  • Certification in specialized or related training disciplines preferred.
  • POST certification and eligibility for appointment as a State Special Police Officer (MGL c.22, §35) preferred.

EXPERIENCE:

  • Minimum of 3–5 years of progressive management experience in healthcare security and/or law enforcement preferred.
  • Demonstrated experience developing and delivering effective training programs.
  • Proven ability to lead, motivate, and evaluate individuals and teams.

KNOWLEDGE AND SKILLS:

  • Excellent written and verbal communication skills, including strong presentation abilities.
  • Comprehensive understanding of healthcare security, policing standards, and related operational challenges.
  • Ability to assess performance, provide constructive feedback, and promote skill development and accountability.
  • Working knowledge of healthcare security best practices and regulatory compliance requirements.
  • Ability to evaluate and develop staff competency, support continuous improvement, and foster a culture of professionalism.

    Compensation Range:

    $72,500.00- $105,000.00

    This range offers an estimate based on the minimum job qualifications. However, our approach to determining base pay is comprehensive, and a broad range of factors is considered when making an offer. This includes education, experience, skills, and certifications/licensures as they directly relate to position requirements; as well as business/organizational needs, internal equity, and market-competitiveness.
