PRIMARY DUTIES & RESPONSIBILITIES
We are seeking the City of Aurora’s next Manager of Streets Operations.
If you view crumbling asphalt as a personal challenge, this is your arena. Ever feel like potholes are the city’s uninvited, rapidly multiplying guests? We need an ultimate host, a leader who expertly oversees the division responsible for maintenance, paving, and street sweeping, politely but firmly showing those craters the door. You will lead the large operational teams responsible for keeping Aurora moving, even when chaos strikes, like during winter storms.
This role is not just about concrete; it is about people and massive scale. In 2025, our teams filled 5,818 potholes across the city. That kind of productivity requires an organized manager who thrives when coordinating projects with engineering staff, supervising subordinate supervisors, and planning equipment needs.

Hiring salary $115,962 - $144,953/annually.

The Manager of Streets Operations plans, manages, and administers work functions, to include general street maintenance, street paving, street sweeping, and winter road maintenance of the Streets Operations division and oversees the Capital Improvement Planning (CIP) division to include contracted surface treatment and rehabilitation projects for the Public Works department.
PRIMARY DUTIES & RESPONSIBILITIES
- Manages and administers the daily activities of the Streets Division to include general street maintenance, street paving, street sweeping and winter road maintenance.
- Supervises multiple subordinate superintendents and supervisors to carry out street rehabilitation and routine maintenance activities.
- Oversees work measurement system for scheduling and coordinating supervisors and crews to carry out street maintenance functions.
- Coordinates response to emergencies that impact the roadway system including winter storms.
- Responds to City Council and citizen inquiries.
- Coordinates new construction maintenance strategy for paving and repair projects both in-house and with engineering personnel.
- Coordinates and directs staff engaged in developing and implementing annual pavement maintenance, concrete rehabilitation, and surface treatment programs.
- Large scale project delivery with third-party contractors, and oversight of third-party inspections.
- Supervises equipment utilization and plans equipment acquisition and replacement.
- Supervises the acquisition and inventory of materials required for all maintenance operations.
- Negotiates contracts, makes presentations, represents the department at meetings, on committees, and at City Council meetings.
- Develops and proposes Division policies.
- Prepares and monitors the operating and capital budgets.
- Assists in developing operational priorities, goals, and objectives.
- Make recommendations regarding hiring, training, promoting, evaluating, and disciplining assigned employees.
- Represents the division in emergency management training, exercises, and actual emergencies.
- Performs additional duties as assigned.

MINIMUM QUALIFICATIONS & WORKING CONDITIONS
An equivalent combination of education, training, and experience that demonstrates the required knowledge, skills, and abilities may be considered.
Education:
- Bachelor's degree in civil engineering, construction management, public administration or directly related field.
Experience:
- At least five (5) years progressively responsible experience managing street maintenance and CIP operations in a large organization or equivalent management experience.
- At least 3 years supervisory experience.
Knowledge:
- Knowledge of the principles, engineering practices and operating requirements of street maintenance and highway construction.
- General knowledge of street maintenance equipment and financial management principles.
- Knowledge of pavement design and specification development, mix designs, and testing criteria
- Budgeting and financial management knowledge
Skills:
- Strong interpersonal, decision making, and managerial skills.
- Strong customer service skills
- Skills in customer relations, public speaking and media relations
- Skill in checking information for accuracy and completeness and correcting errors
Abilities:
- Ability to establish and maintain effective working relationships with employees, citizens, contractors and elected officials.

Licenses and Certifications Required:
- Colorado Driver’s License
WORKING CONDITIONS
Essential Personnel:
When a local announcement of emergency or disaster is declared by the city, all city of Aurora employees may be required to work as essential personnel.
Physical Demands:
- Sedentary work requiring the ability to lift a maximum of 10 pounds with or without assistance.
- Occasional walking and standing.
- Vision to read and interpret reports and other written documents.
- Foot/eye coordination to operate motor vehicle for field inspections.
- Speech communication and hearing to maintain communication with employees and citizens.
Work Environment:
- Primarily works in a clean, comfortable environment.
- Some outdoor work in varying types of weather for monitoring and coordination of roadway work including emergency snow/ice removal operations.
Equipment Used:
- Regular use of motor vehicles, personal computers, and related software.
- This role may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment.
