General Description: The Network Operations Center (NOC) Manager is a vital position responsible for planning, organizing, and managing the staff and infrastructure that runs OU Health’s critical 24 x 7 environment. This individual will manage a team of NOC resources to ensure consistent, reliable, high-performing and available networks and systems to our enterprise. Strong management, communication, and operational excellence are required to ensure continuous improvement of Network, Telecom and Systems availability
Essential Responsibilities:

- Developing, maintaining, supporting, and optimizing key functional areas, particularly in the support of network and systems infrastructure and data center operability.
- Schedule and direct activities to resolve hardware, routing and software problems in a timely and accurate fashion.
- Responsibility for Incident Management, Problem Management, Monitoring Response, and Reporting/Metrics that are a result of the monitoring of the systems and networks.
- Ensure the hiring, oversight, organization, and motivation of all the team members of the NOC.
- 24/7 responsibility for network (voice and data) and systems availability.
- Build, develop, and lead team of technical NOC resources.
- Ensure processes and resources are aligned towards achieving committed SLAs and KPIs.
- Proactive communication on network and systems health, impacts, executive escalations, and other critical analysis to Management and key stakeholders.
- Build, develop, and lead problem management process to ensure long-term systems and network performance and stability.
- Define processes and controls providing on-call support.
- Provide guidance and assistance to network operations to maintain availability and performance of network services at the highest possible levels.
- Establish and Maintain key relationships with strategic suppliers such as Tierpoint, Cisco and Cox.
- Lead recovery team for Network Outages and prepare post-mortem root-cause-analysis.
- Drive a continuous improvement environment.
- Act as the point of contact in the NOC for all inquiries from Senior Leadership and other Managers; Consult and advise staff and leadership as necessary
- Manage special projects and initiatives as assigned

Minimum Qualifications:
Education: Bachelor’s degree required with qualifications in Computer Science, Electrical Engineering, Telecommunication Engineering, Information Technology or related fields. Masters degree preferred.
Experience: 10 years related experience with 3 to 5 years of progressive leadership required.
License(s)/Certification(s)/Registration(s) Required:
Ability to acquire within 12 months of hire, or maintain at least one of the following certifications:
- Cisco Certified Network Associate (CCNA)
- Cisco Certified Networking Professional (CCNP)
- CompTIA Network+
- CompTIA Security+
- VMWare Certified Technical Associate - Network Virtualization (VCTA-NV)
- ISACA Certified Information Security Manager (CISM)
- IT Infrastructure Library Foundation Certification (ITIL 3.0)
