Northrop Grumman Aeronautics Systems has an opening for a Manager Engineering 2 - Guidance, Navigation, & Control. This position is for a Functional Homeroom manager for a Navigation Section at the Rancho Bernardo, San Diego, CA site.
The selected candidate will provide both functional homeroom management and technical contributions as part of a team of Navigation engineers on the RQ-4 family of programs within the Autonomous Intelligence, Surveillance, Reconnaissance, and Targeting business area. The functional homeroom manager duties typically account for 20% of the workload with the remaining 80% as a technical contributor.
Essential Functions of the Navigation Section Manager (20%):
Lead team of 10-12 Navigation engineers, including college and high school interns, assigned across multiple programs
Provide personnel with career development, employee engagement, mentoring, and coaching
Coordinate with programs for staffing, recruiting, training, preparing and delivering performance evaluations to employees, evaluating/recommending employees for promotions, evaluating salaries and coordinating with Human Resources on potential adjustments, assisting employees in preparing performance goals, providing career guidance to employees, and counseling employees on their performance as necessary
Develop and improve personnel and organizational technical skills
Work with Human Resources to mediate and resolve personnel issues
Ensure process alignment through the work of direct reports, support program milestone reviews and deep dives, and assist in development and implementation of division objectives
Work closely with managers of other engineering disciplines, program managers, and IPT leads
Champion change within the organization, to achieve competitive advantage for the division and sector

Essential Functions of the RQ-4 Navigation Technical Lead (80%):
Task Management: Oversee daily operations of the navigation team, ensuring that tasks are prioritized with the AV IPT, delegated, and completed efficiently. Monitor progress to completion of projects and provide support where needed.
Performance Tracking: Monitor team performance metrics and provide regular reports to management. Use data-driven insights to make informed recommendations for operational enhancements.
Proposal Estimation: Work with the team to develop responses to RFIs and RFPs
Training and Development: Design and implement training programs to enhance team members' skills in navigation technologies and systems. Conduct regular training sessions and workshops to keep the team updated on new tools and techniques.
Quality Assurance: Establish and enforce quality standards for navigation systems and processes. Review team outputs for accuracy and adherence to specifications, provide constructive feedback.
Process Improvement: Identify areas for improvement in navigation workflows and systems. Develop and document standard operating procedures to optimize efficiency and consistency.
Collaboration: Foster a collaborative environment by coordinating with other departments such as product development and customer support to align navigation efforts with overall company goals.
Technical Guidance: Provide direct technical support and expertise to the navigation team, helping troubleshoot complex issues and implementing solutions.
This position reports directly to the Vehicle Controls and Flight Sciences Department Manager in the Vehicle Engineering Functional Homeroom. The Assignment Manager is the RQ-4 Air Vehicle IPT. Hybrid work is available for this position. Up to 10% travel is required to perform the statement of work.

Basic Qualifications:
Bachelor’s Degree in a STEM (Science, Technology, Engineering or Mathematics) discipline from an accredited university and 9 years of related experience OR a Master’s Degree with 7 years of related experience
Active DoD Secret Clearance
Previous Leadership Experience
Experience with Matlab and/or Simulink
Understanding of the GPS system and Inertial Navigation System (INS)
Preferred Qualifications:
Experience with AGILE/JIRA/Confluence
Knowledge of CAM/Earned Value
Supplier management: Some experience
Requirements development: Some experience
Requirements verification testing: Some experience
Ability to present complex technical concepts to Chief Engineers, Program Managers, Sector Directors, and VPs
Primary Level Salary Range: $161,100.00 - $241,700.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
