[What the role is]

The Learning & Leadership Development (L&LD) Team is part of the People and Organisation Division (POD). We support GovTech's digital government transformation by implementing leadership development solutions and learning programmes. Through structured frameworks and proven development approaches, we help build capabilities across the organisation to support GovTech's mission of engineering digital government to make lives better.

Working with Senior Management guidance, we execute strategic leadership initiatives that align with GovTech's priorities. Our team delivers learning experiences and development programs that strengthen GovTech's agile, bold and collaborative culture while supporting an engaged workforce.

As a Manager in the team, you will manage leadership development programs and learning initiatives. You will shape innovative learning solutions that build capabilities across the organisation while ensuring alignment with team objectives and organisational priorities.

[What you will be working on]

Technical Expertise.

  • The ideal candidate must possess strong instructional design expertise and demonstrate mastery of adult learning principles and methodologies
  • The candidate should have proven experience in programme delivery and project management, with excellent facilitation and presentation skills.
  • The ability to design and implement effective assessment and evaluation methods to identify impact is essential.
  • Leadership competencies are crucial for this role, including strategic thinking and execution excellence, stakeholder engagement and management skills, and change management capabilities.

Leadership Programme Portfolio Management

  • Drive flagship leadership programs including reviewing and enhancing designs based on real-time participant feedback and evolving organisational needs
  • Support learning needs analysis activities using established frameworks and data collection methods
  • Champion learning experiences that create lasting behavioral change through innovative facilitation techniques and interactive methodologies
  • Facilitate leadership workshops, team interventions for managers, directors, and emerging leaders
  • Assess and evaluate activities that capture real impact and inform continuous programme enhancement

Learning Operations

  • Manage vendor relationships and procurement processes for assigned leadership development initiatives within defined budgets
  • Manage learning ecosystems including platforms, resources, and vendor partnerships that amplify program effectiveness
  • Work with Learning Ops team to coordinate seamless logistics while maintaining participant engagement and momentum
  • Provide regular updates on programme progress and participant feedback

Stakeholder Support

  • Build relationships with Senior Stakeholders, programme participants and internal stakeholders
  • Collaborate with external learning partners on program delivery and coordination
  • Support HR Business Partners as a learning partner and team leaders with learning-related queries

[What we are looking for]

Experience

  • A minimum of 5-7 years of experience working with leadership frameworks and tools, with a proven track record in building organisational capability through learning interventions
  • Experience in workshop facilitation, programme management and coordination with demonstrated ability to manage multiple priorities
  • Familiarity with adult learning principles and training methodologies in classroom and e-learning space.
  • Experience working with learning management systems, learning technology platforms, AI digital tools and programme tracking tools
