Manager (Grassroots Policy & Programmes)

[What the role is]

Assists in the efficient and effective management of the Grassroots Policy & Programmes
Division, which includes:
• Reviewing, streamlining, developing and implementing operating guidelines so as to
enhance governance with clear and consistent modes of operation;

• Strengthening operational capabilities and resources to enhance ground effectiveness;

• Administering, implementing and reviewing programmes and schemes with other PA
Divisions, Ministries, Statutory Boards and other external organisations that contribute to
PA’s strategic objectives; and

• Using technology and data to enhance outreach and engagement, as well as the
implementation of programmes on the ground.

[What you will be working on]

Policies and Guidelines

• Work closely with CDDs, PA Divisions and/or external agencies to administer, review and implement grassroots policies and guidelines to enhance ground effectiveness and governance with clear and consistent modes of operation.

Schemes and Grants

• Administer and implement schemes and grants with other PA Divisions, Ministries, Statutory Boards and other external organisations that contribute to PA’s strategic objectives

• Analyse stakeholders' needs, scope the problem, and develop a business case to address issues or emerging needs IT Systems/ Dashboards

• Manage IT systems and dashboards under the Division's ownership to facilitate the work and operational efficiency and effectiveness of the CDDs, COs and GROs

• Collaborate with ICT to plan and project manage the development, implementation and/or maintenance of IT systems such as onePA, Event Management System (GEVME) and ComCare Fund Module @GFAST

• Liaise with ICT to study and assess feasible technology solutions to meet users' requirements

• Coordinate with stakeholders to ensure smooth deployment and adoption of new technology solutions Projects and Programmes

• Work closely with CDDs and PA Divisions to administer, co-ordinate and/or implement WOG/ PA-wide programmes, initiatives and schemes.
