We have an exciting opportunity for a Manager, Global Trade, who will manage Supply Chain-based export/import licensing and compliance activities within Raytheon’s Land & Air Defense Systems (LADS) business. The successful candidate will be expected to manage the LTAMDS and Global Patriot portfolio of Supply-chain based export/import authorizations and associated compliance activities. You will be expected to work with the program Empowered Official or act as the program Empowered Official (as applicable) and be responsible for contributing to key global trade compliance infrastructure elements including people, processes/procedures, automated solutions/tools, training, and metrics. 

Additionally, you will collaborate closely with a core group of functional constituents within the organization as well as Global Trade Senior Managers responsible for the LTAMDS and Global Patriot licensing portfolios, and champion compliant business practices in the intricate landscape of export and import regulations. This position operates in a high-energy, fast-paced environment, fostering relationships with internal customers and collaborating with multiple business functions to achieve success.


What You Will Do

  • Develop export and import strategies for the vetting of international suppliers, PO issuance, and foreign manufacturing of defense and dual use articles.
  • Develop licensing plans and provide guidance for complex licensing strategies and program planning.
  • Be responsible for providing consistent interpretation under the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR) to Business Unit employees.
  • Prepare, submit, track, obtain and manage from the U.S. government, all necessary export and import licenses, permits, and certifications – to include Technical Assistance Agreements (TAA), Manufacturing License Agreements (MLAs) and other export license authorization types.
  • Work closely with internal customers to develop export and import approvals that allow for the efficient export of technology, technical data, hardware, and services.
  • Ensure review of the scope of the effort with the applicable functions, stakeholders and the foreign parties prior to submittal.
  • Obtain signed agreements and other required documentations from foreign parties (e.g., DSP-83s, ITAR NDAs, etc.) as applicable.
  • Provide status updates to the programs/stakeholders for awareness.
  • Review approvals to ensure execution and deliverables are considered.
  • Manage day-to-day execution of agreements and licenses, ensuring compliance for all activities under the agreements and licenses.
  • Monitor authorizations for any changes effecting the authorizations and taking action upon knowledge of the change.
  • Assure regulatory compliance through review and approval of foreign travel, foreign visits and export and import transactions.
  • Maintain applicable trade compliance records in accordance with regulatory requirements.
  • Contribute to learning and audit assessment programs to ensure implementation and effectiveness of internal controls.
  • Assist in identifying and reporting of compliance concerns and identifying errors/areas requiring improvement and implementing corrective actions to resolve problems.
  • Support management in investigating and resolving compliance matters, audits and investigations.
  • Apply international trade regulations to real-life situations to enable international business to support programs.
  • Possess ability to handle complex licensing issues – permanent and temporary export licenses, temporary import licenses (unclassified and classified), re-exports, re-transfers, etc. that arise.
  • Develop and deliver training as required for employees engaged in international business activities.
  • Act as a knowledgeable resource for all export/import licensing personnel.

Qualifications You Must Have

  • Typically requires a University Degree and a minimum of 8 years prior relevant experience or an Advanced Degree in a related field and a minimum of 5 years of experience
  • Experience and application of US GT regulations (e.g. ITAR, EAR, Customs, ATF, etc.)
  • Experience with DECCS, SNAP-R, OCR EASE and/or SAP/GTS related system
  • Experience in drafting, submitting, implementing, and managing agreements, licenses, General Correspondences, Third Party Transfers, complex export strategies, and /or similar requests

Remote: This position currently is designated as remote. Employees who are working in remote roles will work primarily offsite (from home) but may be expected to travel to the site location as needed. The successful candidate for this role will be required to reside and work from one of the 50 U.S. states (excluding U.S. territories).

The salary range for this role is 107,500 USD - 204,500 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
