The International Division leads our strategy for international engagement, working collaboratively across the FCA to ensure the organisation delivers on its international priorities. This role is for the Manager of the Europe Strategy and Engagement Team which helps set, advise and deliver on the FCA’s strategic engagement with European authorities and jurisdictions, and our global work on operational resilience, operational co-operation and wholesale markets. It enhances the FCA’s capacity to meet its statutory and strategic objectives through high-quality international engagement, using a range of engagement methods and diplomatic approaches.

Role responsibilities

  • Lead and manage effectively a team of around 12 members, ensuring all are well-motivated, focused on clear goals and objectives, and able to deliver effective outcomes to the benefit of the FCA

  • Be a core member of the Senior Management Team in the International Division, contributing significantly to the shape, prioritisation and direction of the whole division, working closely and collaboratively with the Director, HOD and fellow managers

  • Guide the formulation and delivery of our European engagement strategy, with partner jurisdictions and international institutions

  • Oversee the analysis of key policy and political developments at the European and national level, and provide advice on strategic, policy, operational and supervisory challenges

  • Oversee and lead our international work on Operational Co-operation, Operational Resilience and Wholesale Markets, and develop work on Defence Financing

  • Advise and support FCA Executive Directors and senior leadership in their engagement with key international partners – both virtually and in-person – and working closely with HMT and the Bank of England to support combined engagement opportunities

Skills required

Minimum:

  • Demonstrable experience within international financial services policy making

  • Prior experience of managing and leading a team, including effective prioritisation and resource allocation

Essential:

  • Demonstrable senior level experience of contributing to strategic decision-making and delivery within a complex organisation

  • Demonstrable leadership capability, with experience operating as part of a senior management team and working collaboratively with directors and peers

  • Understanding of European policy, political, and regulatory developments, and the ability to assess their strategic and operational impact

  • Ability to provide clear, authoritative advice on policy, operational, supervisory, and strategic issues to senior stakeholders

  • Demonstrated communication, persuasion, and relationship management skills, with experience supporting senior leaders or executives in high-level stakeholder engagement, including preparation for and participation in meetings

  • Extensive experience of working collaboratively with external partner organisations, particularly within government, regulatory, or international contexts
