Plains is currently looking to fill the position of Manager, Engineering for the Empress and PPTC Districts. The successful candidate will be accountable to the Director of Operations Engineering for managing all operations engineering aspects of the district that includes the Empress Fractionation Plants and the Plains Petroleum Transmission Company pipeline.

The Operations Engineering team acts as the engineering authority for the district and is responsible for provision of technical support for:

Maintaining safe and reliable operations Regulatory compliance Asset Optimization Commercial Expansion

The OE team provides support and guidance on all aspects of production, product quality, troubleshooting, performance monitoring, asset optimization, maintenance, reliability, asset condition monitoring, project development, execution, and management, management of change, process safety management, technology selection and evaluation, and environmental and regulatory compliance.

The position is based at our Empress facility but requires periodic travel to other assets in the district. #plains

Responsibilities:

  • Manage engineering team responsible for facilities in the Empress district. Ensures Engineering team is provided clear direction in accordance with Plains policies and processes;
  • Ensures all engineering team activities are performed in accordance with applicable regulatory requirements. Including authentication of Professional Work Products as per APEGA requirements and Company policy;
  • Provide overview and leadership in HSSE Assurance on all engineering work performed by team;
  • Oversee training and career development opportunities for engineering team;
  • Familiar with plant operations to provide guidance and consultation on optimization and process troubleshooting.;
  • Provide mechanical integrity and process safety assurance for the assets and facilitate delivery of safety, integrity and environmental performance;
  • Responsible for the development and oversight of the maintenance capital budgets and forecasts, as applicable to Operations Engineering;
  • Work with internal Plains stakeholders and joint venture departments (in conjunction with plant staff) to develop projects that align with Plains business objectives;
  • Ensure safe, reliable operations and efficient management and execution of support engineering;
  • Accountable for compliance with minimum requirements for process safety and associated documentation; and
  • Contribute technical skills to incident investigation, audits and emergency response planning / exercises as appropriate.
  • Ensure effective cross functional communications are maintained with Operations, Maintenance, Control Centre, Measurement, Commercial, Technical Services, Project Development, Expansion Projects, PSM, Asset Integrity, Regulatory, and Environment.

Qualifications:

  • Licensed Professional Engineer and be a member of or eligible for membership of APEGA;
  • Must have ten plus years of engineering experience;
  • Previous supervisory experience in an engineering role would be preferred;
  • Strong working knowledge of plant design, shutdown and turnaround planning;
  • Strong project management experience with exposure to brownfield projects;
  • NGL fractionation, product treating, natural gas processing, and/or pipeline/terminal experience is an asset;
  • General knowledge of standard practices, industry and regulatory standards is required;
  • Effectively and easily communicates with individuals at various organizational levels;
  • Strong interpersonal, influencing and communication skills;
  • Makes effective decisions as necessary and takes a leadership role in solving problems;
  • Ability to adapt to and work effectively in a field setting with changing environments and priorities;
  • High self-motivation with the ability to learn quickly and the ability to work with minimum direction;
  • Strong analytical skills and technical acumen; and
  • Ability to demonstrate strong HSE awareness.
