Northrop Grumman Mission Systems Sector is seeking a Manager 3, Operations Engineering for our Sykesville, Maryland campus. The successful candidate will demonstrate strong technical and leadership skills to achieve sustainable top performance.

The Operations Engineering Manager should have a track record as an effective communicator and problem solver who is able to develop and maintain good working relationships with internal and external stakeholders. This Manager will demonstrate a commitment to ethics and integrity; the capability to innovate; and the ability to build diverse and inclusive teams with high levels of engagement, including mentoring and coaching.

The Operations Engineering Manager will lead a functional team of Test Engineers, Engineering Technicians, Manufacturing Engineers, and Industrial Engineers who support a diverse portfolio of programs that include development, sustainment, production and IR&D for products that include Power and Control Systems for our naval customers.

Technical Leadership:

  • Provide technical oversight for Test, Manufacturing and Industrial engineering activities performed by the team
  • Identify and implement process changes to improve manufacturing builds and production tests
  • Direct site level continuous improvement effort and budget
  • Support audits from both internal and customer groups related to manufacturing and test processes
  • Drive early manufacturing engagement by ensuring appropriate guidance is provided to Design Engineering during drawing reviews regarding design concepts and specification requirements to best utilize equipment and manufacturing techniques; and to identify any manufacturability challenges or changes required ahead of drawing release Work with Design Engineering to ensure proper Bill of Material (BOM) structure and alignment of the Manufacturing and Test Instruction to the build for all programs
  • Support development of tooling / fixtures to conduct the operations steps and to serve as manufacturing aids for personnel
  • Investigate and initiate corrective action to ensure product quality; resolve quality issues that arise during the build process to ensure all parts conform to the design configuration
  • Work with leadership and peers to identify site-wide objectives and to acquire funding to align capability development with business objectives and strategy

People Leadership:

  • Provide technical oversight and mentorship to staff to ensure engineering projects in your portfolio meet performance objectives
  • Responsible for strategic direction and direct management of immediate staff
  • Execute, update, and maintain department procedures, systems and standards
  • Support organizational engineering initiatives
  • Provide guidance to Test Engineering Manager and Manufacturing/Industrial Engineering Manager in support of the personnel on the factory floor

Site Leadership:

  • Serve as a liaison for the site to executive leadership as necessary through written and verbal interactions
  • Provide coaching and mentoring level opportunities for more junior level Mfg personnel
  • Participate, lead and support site level engagement efforts

Basic Qualifications:

  • Bachelor’s degree in Engineering or other STEM area with a minimum of 9 years of Test Engineering or Manufacturing Engineering or Industrial Engineering experience, or Master’s degree in Engineering or other STEM area with a minimum 7 years of Test Engineering or Manufacturing Engineering or Industrial Engineering experience
  • Experience leading projects or people
  • U.S. citizenship
  • The ability to obtain and maintain a DoD Secret clearance

Preferred Qualifications:

  • Industrial Engineering experience
  • Manufacturing Engineering experience
  • Test Engineering Experience
  • Experience with Geometric Dimensioning and Tolerance (GD&T)
  • Experience with project management and communication including associated tools and methods
  • Working knowledge of SAP or similar MRP system
  • Manufacturing and Test background in an electro -mechanical environment
  • Experience with large Mechanical/ Electro-Mechanical Assemblies Experience in implementing new designs and processes into a factory Fluency in MS Office Tools with a focus on documentation
  • Active Secret Security Clearance

    Primary Level Salary Range: $184,300.00 - $276,500.00

    The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

    Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
