Job Summary: You will serve as a Manager in the Contracts Department of NAVSURFWARFCTR PANAMA CITY DIVISION. You will serve as Contracts Deputy Department Head. This position is part of the Warfare Centers Personnel Demonstration Project. NT-06 is equivalent to GS-14/15.

Major Duties:

  • You will communicate complex financial strategies and budgetary information to diverse audiences, including senior leadership and external stakeholders.
  • You will provide technical leadership and strategic oversight for the full acquisition lifecycle as a warranted Contracting Officer.
  • You will lead teams of contracting specialists responsible for awarding and administering complex procurements, establish work priorities, provide authoritative guidance, and ensure the quality and compliance of your team's work products.
  • You will perform advanced cost and price analysis on contractor proposals, evaluating the reasonableness of proposed costs and prices to prepare for complex negotiations and support the government's negotiating position.
  • You will apply knowledge of contracting/acquisition directives and funding application rules to resolve complex contracting issues, evaluate facts, and apply guidelines to make sound, data-driven decisions on programmatic and administrative matters.
  • You will develop business strategies for complex acquisitions by interpreting and applying contracting regulations and guidelines to create innovative and sound acquisition approaches.
  • You will advise and influence stakeholders on complex contracting matters, persuading others and gaining their cooperation to obtain critical information and accomplish strategic goals.

Qualifications: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-05 (GS-13/14 equivalent) pay band in the Federal service or equivalent experience in the private or public sector as a contracting officer or contract specialist overseeing complex service contracts, negotiating competitive and sole source procurements, or awarding, administering or settling termination of contracts to resolve critical problems that impact personnel and fleet readiness.
