Job Summary: You will serve as a MANAGER in the Test and Evaluation Branch of NAVSRFWARCEN DET. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to the GS-14 and GS-15.

Major Duties:

  • You will serve as a Manager in the Test and Evaluation Branch conducting resource management duties consisting of planning, executing, coordinating, reviewing and administering the assigned engineering discipline for technical projects.
  • You will ensure the technical capability and capacity of the assigned workforce and plan the availability of all manpower and resources to support the execution of current and future workload.
  • You will develop and sustain the technical health of the workforce to meet the demands of the organization.
  • You will require knowledge of engineering principles, methodologies and philosophies, customer requirements and missions associated with boats and combatant craft to define required knowledge, skills and abilities of technical resources.
  • You will be responsible for ensuring the timeliness, cost effectiveness, and quality of products developed.
  • You will evaluate the relative importance of variable or conflicting features based on personal knowledge or precedent.
  • You will provide solutions to complex or controversial problems by adapting existing criteria or improvising new techniques or procedures.
  • You will require engineering knowledge to accomplish design, drawing development, calculations, system/component selection, analysis, troubleshooting, inspection, drawing validation, cost analysis, and parts validation.
  • You will require a thorough understanding of the unique environment and its association with small combatant craft operations, material and component selection, machinery design and installation details.
  • You will require knowledge of commercial marine and boat construction standards to review contractors' technical data submission.
  • You will be required to provide solutions to technical problems and responses to technical questions.
  • You will directly supervise technical team leaders, work leaders, engineers, scientists and technicians and critical specialists.
  • You will be responsible for various supervisory functions including performance reviews, employee training and career development and the implementation and assurance of safety, environmental and security regulations.
  • You will interface with high-level military and civilian personnel from numerous multi-service activities, sponsoring organizations, industry, and academia.
  • You will occasionally be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously as required by the work environment.
  • You will occasionally be required to go underway on a variety of watercraft including small, high-performance craft.

Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12/13 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: designing and implementing tests, using a wide variety of test methods, and unique instrumentation packages which can withstand the harsh operating conditions and environments encountered by high performance combatant craft and boats; Demonstrated ability to supervise and lead a subordinate staff; demonstrated ability to provide team leadership and technical consultation, develop policies, make decisions, deliver products, and resolve conflicts.
