Job Summary: You will serve as a MANAGER in the Propulsor Branch of CARDEROCK DIV NS. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15.

Major Duties:

  • You will serve as Branch Head of the Propulsor Branch, and you will be responsible for supervising a staff of engineers and scientists.
  • You will lead, develop and direct the efforts of a staff of engineers, technicians and scientists.
  • You will interact effectively with other Branches and Divisions both within and outside the Department and represent the Branch and Department at the Department level, Carderock Division, and high-level meetings as necessary.
  • You will maintain effective relationships with the sponsors and customers and understand customer needs and requirements and translate those requirements into an effective task plan.
  • You will develop business opportunities and funding support and follow management practices and executing programs while meeting schedule, cost, and technical requirements.
  • You will conduct Manager duties to include timekeeping, funds acceptance and administration, procurement, travel, training, individual career development, employee performance standards and compensation (DEMO), recruiting and hiring.
  • You will require a strong understanding of Carderock Division’s management systems and rules Strong understanding of Carderock Division’s management systems and rules.
  • You will require expert understanding of hydrodynamics, hydromechanics, hydro acoustics, mechanical design/fabrication, fluid dynamics, mathematics numerical methods and computer programming to manage propulsor research and development projects.
  • You will require extensive understanding and knowledge of experimental and computational methods to predict, quantify, identify, and scale cavitation on the micro and macroscopic scale for submarine and surface ship propulsors.

Qualifications: This is an interdisciplinary position and may be filled by a Mechanical Engineer (0830-series), or a Aerospace Engineer (0861 series), Naval Architecture Engineer (0871 series) depending upon the qualifications of the candidate. In addition to the Basic Education Requirements, your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12/13 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector a professional engineer. Specialized experience must demonstrate the following: - experience performing propulsor design and analysis for surface ships and/or submarines, - experience developing design, analysis and research proposals for applied Navy hydrodynamic acquisition and research sponsors (propulsor-specific experience preferred) - experience representing technical hydrodynamic products to internal and external collaborators, sponsors, technical warrant holders- experience mentoring junior engineers for a highly technical engineering field -experience in program management logistics including: Navy classification, IT, and physical security protocols; Carderock and HPC IT systems; project financial management, and quality management procedures.
